DATE, TIME, PLACE OF MEETING

 

The Calcasieu Parish School Board met in the Conference Room of the Calcasieu Parish School Board located at 1732 Kirkman Street, Lake Charles, Louisiana, on Tuesday, October 28, at 5:00 p.m.  The meeting was called to order by Gregory Robert, President.  Clara Duhon led the prayer; Mr. Bernard led the Pledge of Allegiance.

The roll was called and the following members were present:

On motion by Mr. Karr, seconded by Mr. Breaux and carried, the minutes of the regular meeting of October 14, 2003, were approved as presented.

PRESENTATIONS

 

Quality Tool

 

Karen Paulk, representative of the Quality Council of the Chamber of Commerce, was recognized.  She stated that the Chamber has worked closely with the school system assisting with implementing quality tools and techniques in schools and classrooms.  She reported on the following aspects of the Run Chart:

 

Ø      A graph that shows a measurement against time.

Ø      The data can be measurements or counts.

Ø      The purpose is to look at performance over time.

Ø      By collecting date over time, trends or patterns in the data can be detected.

 

When to Use a Run Chart

 

Ø      During data collection.

Ø      When you want to compare a performance measure before and after a change.

Ø      When you are looking for trends or changes in the data.

Ø      An abnormality is easier to detect in a graph than in a table of numbers.

Ø      Draw a horizontal line to represent the average line after at least 25 points.

 

How to Use a Run Chart

 

Ø      Decide on the measure to be tracked.

Ø      Gather the data and decide on the scale.

 

Ø      Create the graph with time across the x-axis and measures along the y-axis.

Ø      Plot in measurement in the time order it occurs.

Ø      Look for patterns.

 

Using the Information

 

Ø      Notice the position of the average line.

Ø      Is it where you want it to be?

Ø      Notice the amount of variation.

Ø      Is it where you want it to be?

Ø      Look for unusual patterns.

Ø      Determine what changes you can make to move the average line, reduce the variation or eliminate the patterns.

Mr. Robert, on behalf of the Board, thanked Mrs. Paulk for the presentation and her involvement with the quality program.

 

Commendation to Principal Lawrence Primeaux, M. J. Kaufman Elementary School

 

Mr. Ron Hayes, Risk Manager, was recognized to make a special presentation to Mr. Lawrence Primeaux, Principal of M.J. Kaufman Elementary School.  Mr. Hayes stated that Mr. Primeaux was being honored for the heroic measures in which he managed a crisis situation that involved an armed assailant on school grounds.  Mr. Hayes presented a certificate to Mr. Primeaux, which read:

 

Calcasieu Parish School System Certificate for Heroism

This certificate is being awarded to Mr. Lawrence Primeaux in recognition of his exemplary conduct when confronted with a dangerous situation at his school.  Without regard for his own personal safety, he gave chase to an armed intruder thereby giving his faculty and staff the necessary time to implement the appropriate security measures that protected the students at M.J. Kaufman Elementary School.

 

Mr. Primeaux accepted the certificate and thanked the Board for the recognition.  He stated that he attributes his preparedness to proper training and the implementation of drills.

 

The Board congratulated Mr. Primeaux and thanked him for his courageous response to this potentially dangerous situation.

On motion by Mr. Breaux, seconded by Mr. Duhon and carried, change order number nine (9) for the project “9th Grade Campus for Sulphur High School,” school district number 30 bond funds, project number 20887, for an increase of $15,933.00, C.R. Fugatt, AIA, Architect, designer; Alfred Palma, Inc., contractor, was approved.

 

Change Order Number Two (2) for the Project “Additions and Renovations to Maplewood Middle School,” Phase VI, School District Number 23 Bond Funds

 

On motion by Mr. Breaux, seconded by Mr. Duhon and carried, change order number two (2) for the project “Additions and Renovations to Maplewood Middle School,” phase VI, school district number 23 bond funds, project number 2003-14PC, for an increase of $5,719.67, H. SUPERINTENDENT'S REPORT

 

Goals Report

 

Ongoing Goal – Parental Involvement

Mr. Miller reported that each school has a parental involvement plan in place.  He added that this goal would continue to be ongoing.

 

Quality Management System – Quality Tools Training

This will be reported at the next meeting.

 

LeBleu Settlement Elementary – Library Fund Donation

 

Senator Gerald J. Theunissen visited LeBleu Settlement Elementary School to participate in “Celebrity Day,” a celebration of promoting reading among students.  He expressed his delight to see the enthusiasm and attentiveness of the students as he read to them.  Senator Theunissen generously made a $500.00 contribution to the library fund for the purchase of additional books.  He congratulated Mrs. Portie on the beautiful new school and library development.

 

Grant Award Notifications, 2003-2004

 

Grant Title:  Region V Project Gateway

Grant Agency: U.S. Department of Education- IDEA-General Education Initiative

Grant Amount:  $286,403.00

Name of Persons Applying for Grant: Barbara Bankens and Charlotte Gallemore

Grant Description:  The purpose of Project Gateway is to create building–level leadership capacity for school improvement and to elevate and sustain teacher and student content knowledge and performance in PK-16+ education, through standards-based learning supported by quality professional development. Project Gateway will serve as a catalyst for the institutionalization of systemic, standards-based reform in schools, districts and universities.

 

 

Participating districts and schools in year one of Project Gateway are:

 

1.      Beauregard Parish School System:  DeRidder Junior High: 6th –8th grades

      

2.  Calcasieu Parish School System:      Oak Park P D Middle School: 6th - 8th

          grades  

          Molo Middle School: 6th –8th grades

3.      Cameron Parish School System:      Cameron Elementary: K-7th grades

 

Project Gateway shall address the following priority:

 

Increase the academic performance of students with disabilities through implementation of researched based reading interventions in inclusive settings.

 

The Region V Consortium believes that the activities contained within Project Gateway represent a major shift from what is currently taking place to create effective building-level leadership capacity in tandem with staff development that is aligned with the National Staff Development Council’s Revised Standards for Staff Development (NSDC, 2001). In addition, emphasis on research-based reading instruction and professional development consistent with the No Child Left Behind Act of 2001 will ensure high levels of learning for all students.  Job-embedded professional development strategies for general and special education personnel included in Project Gateway are 1) Principal Mentors and Instructional Coaches; 2) Analysis of Aggregate and Subgroup Data; 3) Analysis of Student Work; 4) Focused Study Groups; and 5) School/University Partnership.

 

Grant Title:  8 (g) Local Teacher Quality Funds

Grant Agency: State Board of Elementary and Secondary Education-8(g) Funds

Grant Amount: $72,625.00

Purpose:   The 8(g) Local Teacher Quality Block Grants program provides funds to assist in addressing teacher certification shortage issues, professional development activities and leadership development needs.

 

Grant Title:  Tiger and Technology Lab (TNT)

School:  T.H. Watkins Elementary School

Grant Agency: State Board of Elementary and Secondary Education-8(g) Competitive

Name of Persons Applying for Grant:  Kay Victorian

Grant Amount: $88,573.00

Purpose:  The purpose of TNT is to increase academic achievement in the areas of mathematics, English Language Arts, and social studies through the use of technology.  The TNT Lab will better prepare 305 students to improve academically through the use of instructional software and technology. 

 

Grant Title:  ETC-Educational Technology, Content, and Standards Project 

School:  St. John Elementary School

Grant Agency: State Board of Elementary and Secondary Education-8(g) Competitive

Name of Persons Applying for Grant:  Carroll Parsons

Grant Amount: $99,956.00

Purpose:  The ETC project will provide state of the art technology tools for 300 first, second and third graders to enhance the standards-based curriculum. ETC will improve student achievement in mathematics with the integration of technology and standards-based performance assessment and instructional tasks. The objectives focus on the improvement of student mathematical computational skills and problem solving skills in open-ended math instructional tasks through the use of standards-based instruction and assessment while providing opportunities for direct interaction with the home. 

 

Grant TitleK-3 Reading / Math Initiative

Grant Agency:  Louisiana Department of Education

Name of Persons Applying for Grant:  Dolores Hicks-Phyllis Hess

 

Grant Amount:  $535,836.00

Purpose:  The Louisiana K-3 Reading and Math Initiative is to improve the reading and math skills of public school students in kindergarten through third grade by providing comprehensive and ongoing staff development to teachers so that they will learn and employ effective strategies for reaching children with diverse learning styles and special needs.

 

Grant Title:  LEAP 21 Tutoring Program

School System:  Calcasieu Parish       

Grant Agency: Louisiana Department of Education

Name of Persons Applying for Grant:  Dolores Hicks and Charlotte Gallemore

Grant Amount: $183,264.00

Schools:  All Elementary and Middle Schools

Purpose:  In an effort to increase the students' chances for success, the

Department of Education has designed the LEAP 21 Tutoring Program to

provide supplemental instruction for low-performing students.  This program

will provide the opportunity for additional intense and focused instruction to the

following groups of students:

·        4th - and 8th-grade students who have been retained because of their having scored at the unsatisfactory level on LEAP 21

·        4th - and 8th- students whose 3rd - and 7th - grade Iowa Test scores were below the 35th percentile

 

Grant TitleCommunity Technology Centers Program

Grant Agency:  U. S. Department of Education

Grant Amount:  $351,656.00                        

Name of Persons Applying for Grant:  Sheryl Abshire

Grant Description: The MASTER (Multiple Application Strategies and Technology Educational Resources) Plan will increase digital inclusion by promoting guidance and education that supports community members who come from technologically disadvantaged households.  These offerings will increase digital inclusion by promoting guidance and education, supporting approximately 3,000 members of the community who come from underserved, technologically disadvantaged households.  The Calcasieu Parish School System, in conjunction with the Calcasieu Parish Career Center, the Simon Properties’ Mall, Calcasieu Parish Police Jury, KPLC TV, and the Lake Charles American Press will improve academic achievement of low-achieving high school students using Plato software for students to recover high school credits. Furthermore, the CTCs will offer state-approved computer classes to meet the one-unit, computer-related course for graduates as required by the Career Options Law, in addition to expanded programs of multimedia project-based learning for after-school activities, career and job development courses, adult education and family literacy programs, and small business activities. The two measurable goals of this project include: (1) The MASTER Plan will increase student achievement by offering GED courses, Credit Recovery Program courses, job skills and career development courses, and adult basic education classes in the academic year 2003-2004 (2) The MASTER Plan will provide access to technology learning opportunities and innovations, reaching a diversity of local participants.

Grant Title:  8(g) Statewide Distributive Learning Network

Schools:  De Quincy High, Starks High, Lake Charles-Boston High, Westlake High

Grant Agency: State Board of Elementary and Secondary Education-8(g) Distance Learning Network

Name of Persons Applying for Grant:  Bill Jongbloed

Grant Amount: $ 13,875.00

Purpose:  The goal of the Statewide Distance Learning Network (SDLN) is to improve student achievement by providing students and teachers the opportunity to access needed courses and appropriate curriculum and enrichment programs utilizing telecommunications systems. Students are provided access to BESE-approved core curriculum courses required for University admission, Louisiana Tuition Assistance Plan, TOPS, and Advanced Placement (AP) courses. The current modes of distance education include tele learning, satellite, compressed videoconferencing, and online web-based courses via the Louisiana Virtual School. LVS provides access to high-quality online courses for students around the state.

 

Grant Title: LINCS-Learning-Intensive Networking Communities for Success

Grant Agency:  State Board of Elementary and Secondary Education through the Louisiana Quality Education Support Funds-8 (g)

Grant Amount:  $327,030.00

Name of Persons Applying for Grant:  Dolores Hicks, Charlotte Gallemore, and Bill Jongbloed

Grant Description:  The purpose of LINCS is to build and strengthen the ability of K-12 classroom teachers to design and implement standards-based lessons into their daily instruction.  This program will ultimately improve the capabilities of K-12 students to perform at higher levels of competency as demonstrated by increased performance on LEAP-21, the Iowa Tests of Basic Skills and increased School Performance Scores.

Grant Title:  Education Excellence Fund 

Grant Agency: Education Excellence Fund was established as a component of the Millennium Trust, which was created in 1999 to provide for the disposition of proceeds from the tobacco settlement.

Name of Persons Applying for Grant: Dolores Hicks, Charlotte Gallemore, Bill Jongbloed

Grant Amount:  $265,980.00

Purpose:  The Education Excellence Fund supports the LINCS grant in providing content leaders that work with teachers in the classrooms of 29 elementary, middle, and high schools to improve student mathematics skills school-wide. The goal of the project is to provide teachers and support staff with a variety of instrcut9ional strategies designed to raise student achievement.

 

Grant Title:  After School For All

Schools:  Moss Bluff Middle, LeBlanc Middle, Oak Park Middle, and Molo Middle

Grant Agency: Temporary Assistance for Needy Families (TANF) Act

Name of Persons Applying for Grant:  Charlotte Gallemore

Grant Amount: $170,000.00

Purpose:  To provide an academic after school and summer program emphasizing Mathematics while integrating English/Language Arts, the Arts and Recreational activities.  Four school sites will participate with approximately 120 students in the program.  The program will recruit and enroll at-risk students in grade 6-8 that scored below basic on the fourth grade LEAP 21 in either mathematics or English/Language Arts, have low NRT/CRT test scores or have been retained one or more years.  

 

Grant Title:  LA 4

Grant Agency:   Temporary Assistance for Needy Families (TANF) Act

Name of Persons Applying for Grant:  Dolores Hicks-Sheryl Piper

Grant Amount: $3,118,125.00

Purpose:  The LA 4 program’s purpose is to provide universal pre-kindergarten classes and before-and-after school childcare to four-year-old children who are eligible to enter public kindergarten the following year.

Program components of the Early Childhood Development Program are:

§         Before-and-after care

§         Class “A” day care center standards for space and facilities

§         Transportation

§         Collaboration with other governmentally funded providers of early childhood education and care serving children residing within jurisdiction of the LEA

The overall objectives of the support services to children and families shall promote:

§         Child Health

§         Child Development Knowledge, Parenting Skills, and Mental Health Services

§         Adult Literacy and Employment Counseling

 

Participants must be four years old by September 30th of the entering year.  Each of the school sites shall host a maximum of (18) students (dependency on space/facilities checklist), one (1) teacher, and one (1) paraprofessional per class.

 

2003 Annual Evaluation

The President reported that the Superintendent’s 2003 evaluation form would be distributed to the Board members during executive session.

 

 

Report from the Legislative Auditors

The review will be discussed at the Budget/Fiscal Management meeting scheduled on Tuesday, November 4, 4:45.

 

LSBA Meeting with Gubernatorial Candidates

LSBA and LASS are working diligently to set up a meeting with the two

gubernatorial candidates, Kathleen Blanco and Bobby Jindal.  The purpose of

the meeting would be to give superintendents and board presidents the

opportunity to hear first hand the position of the candidates on various issues

pertaining to K-12 education.  The tentative dates are Tuesday, November 4 or

Wednesday, November 5.  A definitive date, time and place will be reported

when available.

 

RECOGNITIONS AND CONDOLENCES

 

Mr. Duhon requested that Mrs. Saucier be recognized by means of a certificate or formal letter congratulating her for an excellent job in writing grants for the school system.

 

Mr. Karr requested a letter of condolence to Jack Millwee on the loss of his wife.  Mrs. Millwee served the system as a teacher for twenty-three years.

 

Mr. Bernard congratulated Charlene Chiasson and staff for the excellent job in organizing the Partners in Education conference.
