The Calcasieu Parish School Board met in the Conference Room of the Calcasieu Parish School Board located at 1732 Kirkman Street, Lake Charles, Louisiana, on Tuesday, September 14, 2004, at 5:00 p.m.  The meeting was called to order by James Pitre, President.  The prayer was led by Dale Bernard; Bryan LaRocque led the Pledge of Allegiance.

 

ROLL CALL

 

The roll was called and the following members were present:

John M. Falgout and Rev. J.L. Franklin were absent.

 

MINUTES APPROVED

 

On motion by Mr. Andrepont, seconded by R.L. Webb and unanimously carried, the minutes of the regular meeting of August 17, 2004, were approved as presented. 

 

Supplemental Agenda

 

By general consent the Supplemental Agenda was included as part of the regular agenda.  

 

PRESENTATIONS

 

Mr. Pitre recognized David Painter, Candidate for 3rd Circuit Court of Appeals Judge.  Judge Painter stated that he has eight years of trial court experience which includes criminal and civil cases.  He voiced his affirmation for family values and community involvement.  Judge Painter also served on the city council.  He expressed his appreciation to the Board for allowing him to appear.

 

Drug Free Schools

 

Mr. Pitre recognized District Attorney Rick Bryant and Sheriff Tony Mancuso.   Mr. Bryant and Mr. Mancuso addressed the Board by commending their efforts in preventing the ongoing problem of drugs in schools.  They reported that there has been an increased concern from parents and students relative to drug activity and usage by children.  The Sheriff and District Attorney stated that the ultimate goal, through community preventive measures, school system programs, public awareness, and parental involvement all schools in Calcasieu Parish would be a haven for education without the presence of drugs. 

 

Mr. Theriot reported that with the recent incorporation of Interquest, a privately operated canine drug and contraband search company, the anti drug message has been effective.  It was requested that a report be presented to the Board on the results.

 

There was considerable discussion on parental education and involvement.

 

It was reported by Sheriff Mancuso that the law enforcement agencies are willing to increase the number of school facility canine searches.  He added that random searches could be performed with appropriate notification to the principal.    

Mr. Webb made a motion, seconded by Mr. Andrepont, to authorize the Sheriffs Department to conduct random canine searches at any school facility, anytime with Principal notification at the time of search, with the understanding that the law enforcement agency follows protocol in conjunction with the school district.

 

After lengthy discussion, Mr. Pitre called for a vote on the motion.  The motion carried.

 

Louisiana Distinguished Partners in Education – Davison Catalysts and

Billy Navarre

 

Mr. Theriot announced and presented a certificate of appreciation to the Louisiana Distinguished Partners in Education.  Marvin Paggen, Davison Catalysts Plant Manger, and Larry Breaux, Comptroller, were recognized and commended for their continuous support and contributions to our school system.  Davison Catalysts is partners with Alfred M. Barbe High School.  Billy Navarre, partners with Maplewood Middle School, was commended for his commitment and cooperative measures to promote excellence in our schools. 

 

Lake Area Express Track Club Junior Olympics

 

The Lake Area Express Track Club was recognized. The following Lake Area Express Track Club members participated in a national Junior Olympics track competition last summer:

2003-2004 Outstanding School Support Personnel Awards

 

The following 2003-2004 Outstanding School Support Personnel Awards were presented to the following:

            Patricia Chilson, Cafeteria Manager and Extended Day Bookkeeper at A.A. Nelson Elementary School

 

Middle School Division:

            Brenda Diggs Orphey, ISI Paraprofessional at Reynaud Middle School

 

High School Division:

            Brenda Tademy, Special Education Paraprofessional at Sam Houston High        School

 

These outstanding employees were awarded with a certificate and plaque for their dedication and commitment to the children of Calcasieu Parish.  Their cooperative manner and self-sacrificing efforts were commended.

                                                   

COMMITTEE REPORTS

 

Curriculum and Instruction

 

Mr. Duhon reported that the Curriculum and Instruction Committee met at 4:45 on September 9, 2004.  A quorum was present.

 

First, the proposed pilot program for Sulphur High 9th Grade Campus, Making the Grade, was presented.

 

Chuck Hansen, Principal of the Sulphur High 9th Grade Campus, gave an

overview of the proposed pilot program for Making the Grade.  Since all

schools currently have Making the Grade there will be no additional cost to the

Calcasieu Parish School System.

 

Jim Crawford, Director of Data Processing, was available to answer concerns

expressed over security issues.   Before a parent can view their child’s grades

and attendance information on the internet, they must apply and be issued a pin

number.  Access will be through the CPSB website, then to a secure site on the

internet.

 

It was requested that a report be made to the Curriculum & Instruction

Committee in January on the success of the pilot program.

 

A motion was made, seconded and approved that the Making the Grade pilot

program for posting grades and attendance on the CPSB website be instituted at

the Sulphur High School 9th Grade Campus.  Mr. Duhon moved on behalf of the

committee to approve the program as presented.  The motion carried.

 

Next, Lillian Collegan, a representative of the Calcasieu Association of

Educators, presented the following research-based definition of a Quality Public

School:

 

The Louisiana Association of Educators defines a quality public school as one

focused on the academic achievement of individual learners.  The Association

believes that a quality public school must exhibit all of these elements.

 

                                                            1.   A shared understanding and commitment to high goals;

2.   Open communication and collaborative problem solving among students

      and all professionals, including support, instructional and administrative,

      in a climate conducive to learning;         

3.   Community and parental resources supporting teaching and learning;

4.   An instructional program with curricula based on high standards;

5.   Continuous assessment for strengthening teaching and learning;

6.   Certified teachers who continue their personal and professional growth

      and who teach in their areas of certification.

 

A motion to incorporate the six points in the definition of a Quality Public School presented by the Calcasieu Association of Educators into the Calcasieu Parish School Board definition of Quality Education was made.

 

After a brief discussion, it was decided that the Quality Committee should be

involved with any change to the definition of Quality Education.  Reservations

were also expressed about adopting a definition from one organization without

input from the other organizations.

 

A substitute motion to refer the six points as outlined in the Quality

Public School definition presented by the Calcasieu Association of Educators to

the Goals Committee was made, seconded and carried.   Mr. Duhon moved on

behalf of the committee to approve the substitute motion.

 

There was discussion regarding the purpose of referring the six points to the

Goals and Objectives Committee and the probability that the definition

is incorporated in the system’s quality statement.  It was the consensus of the

Board, after clarification of the substitute motion, to allow the Goals and

Objectives Committee the opportunity to address the CAE proposed quality

definition prior to Board action.

 

Mr. Pitre called for a vote on the substitute motion to refer the six points in the

Quality Public School definition presented by the Calcasieu Association of

Educators to the Goals and Objectives Committee for review.  The motion

carried.

 

Next, Mr. Duhon reported that the proposed Middle and High School

Magnet School Curriculum was presented. 

 

The Magnet School Committee was recognized and commended for their

diligent and thorough work on the magnet curriculum document.

 

It was suggested that questions relating to staffing costs and operating costs be

referred to the Budget Committee.  It was noted, however, that since many

teachers for the Magnet High School and Middle School would be pulled from

other schools causing a reduction in staff at regular schools, staffing increases

would be minimal.        

 

Mr. Theriot explained that although a RFP would be initiated for architects and

land, the actual architect and site selection process would go back to committee.

It was reported that there are numerous site possibilities within the parish.

 

A motion to accept the staff committee’s recommendation for the

Proposed Magnet School Curriculum for Middle School and High School as

presented was made, seconded and approved. 

 

On behalf of the Curriculum and Instruction Committee, Mr. Duhon moved to

accept the proposed curriculum as recommended by staff. The motion carried.

 

Mr. Duhon reported that with no further discussion or business, the meeting

adjourned.

Resolution Authorizing the Sale of School District Number 33 Bonds

                        The Parish School Board of Calcasieu Parish, Louisiana, met in regular public session at its regular meeting place in the Calcasieu Parish School Board Office, Lake Charles, Louisiana, pursuant to the provisions of written notice given to each and every member thereof and duly posted in the manner required by law.

                        President, James W. Pitre, called the meeting to order and on roll call, the following members were present:

A RESOLUTION AUTHORIZING ADVERTISEMENT FOR SALE OF $9,600,000 GENERAL OBLIGATION PUBLIC SCHOOL IMPROVEMENT BONDS OF SCHOOL DISTRICT NO. 33 OF CALCASIEU PARISH, LOUISIANA, 2004 SERIES B.

 

                        BE IT RESOLVED by the Parish School Board of Calcasieu Parish, Louisiana, the governing authority of School District No. 33 of Calcasieu Parish, Louisiana as follows:

                        SECTION 1.  $9,600,000 General Obligation Public School Improvement Bonds of School District No. 33 of Calcasieu Parish, Louisiana, 2004 Series B (the “Bonds”), authorized by an election held in School District No. 33 on May 4, 2002, shall be sold as herein directed.

 

                        SECTION 2.  Sealed bids shall be received for the purchase of the Bonds and the Bonds shall be opened in public session of the Calcasieu Parish School Board on October 19, 2004, at 5:00 o’clock p.m. Central Daylight (Louisiana) Time, at the regular meeting place of the Calcasieu Parish School Board, 1732 Kirkman Street, Lake Charles, Louisiana.

 

                        SECTION 3.  In accordance with Article 1426 of Title 39 of the Louisiana Revised Statutes of 1950, as amended, notice of the sale of the Bonds shall be published one time at least seven clear calendar days before the date scheduled for the receipt of bids, in the Southwest Daily News, a newspaper published in Sulphur, Calcasieu Parish, Louisiana, and of general circulation in School District No. 33 of Calcasieu Parish, and at least once in the Daily Journal of Commerce, a financial journal or newspaper containing a section devoted to municipal bond news published in the City of New Orleans, Louisiana, which publication shall be made at least forty-eight (48) hours in advance of the date scheduled for the receipt of bids.  The notice of sale to be published shall be substantially in the following form:

The Bonds will be in fully registered form, dated November 1, 2004, will initially be one bond for each maturity with transfers in multiples of $5,000, and will be payable from and secured by unlimited ad valorem taxation.  All Bonds of the same maturity must bear interest from date thereof until paid at one basic rate of interest to be designated by the bidder not exceeding nine (9%) percent per annum on any Bond in any interest payment period, said interest to be payable semi-annually on February 15 and August 15, of each year, beginning August 15, 2005.

 

Those Bonds maturing in the years 2006 to 2010, inclusive, shall not be subject to redemption prior to maturity.  Those Bonds, or portions thereof in multiples of $5,000, maturing in the years 2011 to 2025, inclusive, shall be subject to redemption prior to maturity, at the option of the Issuer, in such order as the Issuer may determine and by lot within any maturity, on any interest payment date on or after February 15, 2010, at par and accrued interest to the date fixed for redemption.

 

The Bonds will be payable at Argent Trust, a Division of National Independent Trust Company, in the city of Ruston, Louisiana.

 

A certified or cashier’s check in the amount of $192,000.00 drawn on an incorporated bank or trust company and payable to the order of School District No. 33 of Calcasieu Parish, Louisiana, must accompany each bid as a guarantee of good faith on the part of the bidder, to be forfeited as liquidated damages if such bid be accepted and the bidder fails to take up and pay for the Bonds.  The check of the successful bidder will be retained uncashed by the Issuer and returned upon delivery of the Bonds and payment therefor.  Checks of unsuccessful bidders will be promptly returned to each bidder’s representative or by certified mail.

All bids must be submitted on bid forms furnished by the Calcasieu Parish School Board without alteration or qualification.  Bidders shall name one basic rate of interest for each Bond maturity not exceeding nine (9%) percent per annum on any Bond in any interest payment period to be expressed in a multiple of one-twentieth (1/20) or one-eighth (1/8) of one (1%) percent per annum.  No bids for less than par and accrued interest from November 1, 2004 to the date of delivery of the Bonds or which specifies the cancellation of Bonds will be considered.  Any premium bid must be paid in funds specified for the payment of the Bonds as part of the purchase price.

 

The Bonds will be awarded to the bidder offering to purchase the Bonds at such rate or rates of interest as will produce the lowest effective interest rate to the Issuer.  The lowest effective interest rate will be determined in accordance with the “True” or “Canadian” interest cost method of calculation by doubling the semiannual interest rate (compounded semiannually) necessary to discount the debt service payments from the payment dates to the date of the Bonds and to the price bid, excluding the accrued interest from the date of the Bonds to the date of their delivery.  If any bid for the Bonds shall be acceptable, a prompt award of the Bonds will be made.  The right is expressly reserved to waive any irregularity in any bid or to reject any and all bids received.

 

The successful bidder shall make a bona fide public offering of the Bonds, and, as a condition to the Issuer’s obligation to deliver the Bonds, the successful bidder must furnish to the Issuer within forty-eight hours after being notified of the award of the Bonds, the initial public offering prices of the Bonds.  Upon Delivery of the Bonds, the successful bidder will furnish a certificate acceptable to Bond Counsel to the Issuer (i) specifying the reoffering prices at which a substantial amount of the Bonds was sold to the public (excluding bond houses, brokers and other intermediaries) and (ii) certifying as to the accuracy of such reoffering prices.  Bond Counsel advises that (i) such certificate must be made on the best knowledge, information and belief of the successful bidder, (ii) the sale to the public of 10% or more in par amount of the Bonds of each maturity at (or below) the initial reoffering prices would be sufficient to certify as to the sale of a substantial amount of the Bonds, and (iii) reliance on other facts as a basis for such certification would require evaluation by Bond Counsel to assure compliance with the applicable provisions of the Internal Revenue Code of 1986, as amended (the “Code”).

 

If the Bonds qualify for issuance of any policy of municipal bond insurance or commitment therefor at the option of the bidder, any purchase of such insurance or commitment therefor shall be at the sole option and expense of the bidder and any increased costs of issuance of the Bonds resulting by reason of such insurance, unless otherwise paid, shall be paid by such bidder.  Any failure of the Bonds to be so insured or of any such policy of insurance to be issued, shall not in any way relieve the purchaser of his contractual obligations arising from the acceptance of his proposal for the purchase of the Bonds.

 

It is anticipated that CUSIP identification numbers will be printed on the Bonds, but the failure to print such numbers shall not constitute cause for refusal by the successful bidder to accept delivery of and to pay for the Bonds.  No CUSIP identification number shall be deemed to be part of the Bond or a part of the contract evidenced thereby, and no liability shall hereafter attach to the issuer or any officers or agents thereof because of or on account of such numbers.  All expenses in relation to the printing of the CUSIP identification numbers on the Bonds shall be paid by the Issuer.  However, the CUSIP Service Bureau charge for the assignment of such numbers shall be the responsibility of and shall be paid by the successful bidder.

 

A copy of the Issuer’s preliminary official statement may be obtained by contacting Joseph A. Delafield, A Professional Corporation, 3401 Ryan Street, Suite 307, P. O. Box 4272, Lake Charles, Louisiana 70605/70606, Bond Counsel.  The Preliminary Official Statement is in a form “deemed final” by the Issuer for purposes of SEC Rule 15c2-12(b)(1) but is subject to revision, amendment, and completion in a final official statement.

 

Promptly after the sale date, but in no event later than seven (7) business days after such date, the Issuer will provide the successful bidder with a reasonable number of final Official Statements, not to exceed one hundred (100) f.o.b. Lake Charles, Louisiana.  Such final Official Statements may be obtained without cost to the successful bidder from the Issuer as set forth herein.  Additional copies of the final Official Statement may be obtained up to three months following the sale of the Bonds by a request and payment of costs for reproduction.

 

The approving legal opinion of Joseph A. Delafield, A Professional Corporation, of Lake Charles, Louisiana, and the transcript of record as passed upon, will be furnished to the successful bidder(s) without cost to it.  The transcript will contain the usual closing proofs, including a certificate by the Issuer that up to the time of delivery, no litigation has been filed questioning the validity of the Bonds or the taxes necessary to pay the same.

                        SECTION 4.  The Calcasieu Parish School Board hereby adopts the Notice of Bond Sale contained in Section 3 hereof as the official Notice of Bond Sale, which shall be sent to persons who seek further information with respect to the Bonds and which will form part of the contract of sale of the Bonds.

 

                        SECTION 5.  The Calcasieu Parish School Board hereby adopts the following as an official bid form which shall be used by prospective bidders for the Bonds described herein, and which shall be supplied to all persons seeking information with respect to the Bonds:

 

We offer to purchase NINE MILLION SIX HUNDRED THOUSAND AND NO/100 ($9,600,000) DOLLARS General Obligation Public School Improvement Bonds of School District No. 33 of Calcasieu  Parish, Louisiana, 2004 Series B, in the initial denominations of one Bond for each maturity, with transfers in multiples of $5,000.00, bearing interest payable semi-annually on February 15 and August 15 of each year, beginning August 15, 2005, maturing serially, WITH OPTION OF PRIOR PAYMENT, all in accordance with the Notice of Bond Sale and Official Statement, all the terms  and conditions of which by reference are made a part hereof, and bearing interest at rates as follows, viz:

For your information, we calculate the lowest effective interest rate to School District No. 33 to be                           %, said rate to be determined in accordance with the “True” or “Canadian” interest cost method of calculation by doubling the semiannual interest rate (compounded semiannually) necessary to discount the debt service payments from the payment dates to the date of the Bonds and to the price bid, excluding the accrued interest from the date of the Bonds to the date of their delivery.

 

Bonds bid for herein will be delivered and shall be paid for on or about November 10, 2004, at such place in Louisiana, and on such business day and at such hour, as the Issuer shall fix on five business days’ notice to the successful bidder, or at such other place and time as may be agreed upon with the successful bidder, it being understood that School District No. 33 will furnish to us, free of charge, at the time of delivery of the Bonds, the qualified approving legal opinion of Joseph A. Delafield, A Professional Corporation, of Lake Charles, Louisiana, and a certified transcript of this proceeding.

We acknowledge and understand the Bonds will not be designated as “qualified tax-exempt obligations” pursuant to Section 265(b)(3)(B) of the Internal Revenue Code of 1986.

 

This bid complies with the terms stipulated in the aforesaid Notice of Bond Sale, the receipt of which Notice of Bond Sale is hereby acknowledged.

RESOLUTION

 

A RESOLUTION ADOPTING THE PRELIMINARY DRAFT OF THE OFFICIAL STATEMENT TO BE PROVIDED THE INITIAL PURCHASER(S) OF $9,600,000 GENERAL OBLIGATION PUBLIC SCHOOL IMPROVEMENT BONDS OF SCHOOL DISTRICT NO. 33 OF CALCASIEU PARISH, LOUISIANA, 2004 SERIES B, AND AUTHORIZING ITS DISTRIBUTION TO PROSPECTIVE BIDDERS FOR THE BONDS; AND AUTHORIZING, APPROVING AND DIRECTING THE TAKING OF ALL OTHER ACTIONS NECESSARY TO THE CONSUMMATION OF THE TRANSACTIONS CONTEMPLATED BY THIS RESOLUTION.

 

                        WHEREAS, on May 4, 2002, an election was held in School District No. 33 of Calcasieu Parish, Louisiana, at which election the voters of School District No. 33 of Calcasieu Parish authorized said District to incur debt and issue bonds in an amount not to exceed $29,600,000, to run not to exceed twenty (20) years from the date thereof, with interest at a rate not exceeding nine (9%) percent per annum for the purpose of improving school buildings and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public; and

 

                        WHEREAS, sale of the Bonds in the principal amount of $9,600,000 will be held on October 19, 2004; and

 

                        WHEREAS, the Calcasieu Parish School Board must distribute to prospective bidders for the initial sale of the Bonds certain information to aid and assist those persons or institutions interested in bidding for the Bonds, in the form of a Preliminary Official Statement;

 

                        WHEREAS, an Official Statement must be provided to the successful bidder (initial purchaser of the Bonds) by the Calcasieu Parish School Board, which said Official Statement must contain not only all of the pertinent information which a prospective bidder requires but also information not yet available; and

 

                        WHEREAS, it is necessary or desirable to designate by resolution, (i) the Preliminary Official Statement as the “near final official statement” within the meaning of Rule 15c2-12 of the Securities and Exchange Commission (the “Rule”) and to approve the form and distribution thereof, and (ii) the individual who, for and on behalf of this Board and School District No. 33, would make such a decision.

 

                        NOW THEREFORE, BE IT RESOLVED by the Parish School Board of Calcasieu Parish, Louisiana, as the governing authority of School District No. 33 of Calcasieu Parish, Louisiana as follows:

 

                        SECTION 1.  Approval and Designation.  There is hereby delegated to the Chief Financial Officer authority to designate the form of the Preliminary Official Statement, with such revisions, additions and appendices thereto as he may deem necessary, in his discretion, as the “near final official statement” within the meaning of the Rule.  Such form, when so approved by the Chief Financial Officer, is hereby authorized to be distributed to prospective purchasers of the Bonds.

 

                        SECTION 2.  Final Official Statement.  The Official Statement shall describe the final terms of the Bonds approved by the resolution of the Calcasieu Parish School Board authorizing issuance thereof and shall constitute the “final official statement” within the meaning of the Rule.

 

                        SECTION 3.  Ratification.  All actions heretofore taken by the Calcasieu Parish School Board and by the officers thereof or on their behalf, not inconsistent herewith directed toward preparation and delivery of the Preliminary Official Statement are hereby ratified, approved and confirmed.

 

                        SECTION 4.  The Preliminary Official Statement.  The preliminary draft of the Official Statement (a copy of which is on file in the office of the Superintendent of Schools of Calcasieu Parish) is hereby approved and adopted and copies thereof shall be distributed to prospective bidders for the Bonds.

 

                        SECTION 5.  Other Matters.  By the passage of this resolution, the Board does not intend to approve, nor is it approving hereby, any matters otherwise relating to execution and issuance of the Bonds.

 

                        SECTION 6.  Severability.  If any paragraph, clause, section or provision of this resolution is judicially adjudged invalid or unenforceable, such judgment shall not affect, impair or invalidate the remaining paragraphs, clauses, sections or provisions hereof.

 

                        SECTION 7.  Repealer.  All resolutions, ordinances, or orders in conflict herewith, be, to the extent of such conflict, and they are hereby repealed.

Resolution and Formal Request Authorizing State Mineral Board to Lease Land S16, T9S-R7W

 

On motion by Mr. Duhon, seconded by Mr. Tarver and carried, the following resolution was approved:

            BE IT RESOLVED that the CALCASIEU PARISH SCHOOL BOARD does hereby request and authorize the State Mineral Board to advertise and lease for the development and production of minerals on the following land owned by the Calcasieu Parish School Board:

 

            Section 16, Township 9 South, Range 7 West (approximately 640 acres)

 

            BE IT FURTHER RESOLVED that the Calcasieu Parish School Board does hereby authorize the State Mineral Board to receive and accept the bids for the lease, all in accordance with Chapter 2, Title 30 of Revised Statutes of 1950, as amended.

Request for Right-of-Way Involving St. John Elementary School

 

On motion by Mr. Tarver, seconded by Mr. Robert and carried, the right-of-way grant which involves the new St. John Elementary School was approved.

Acceptable Use Policy for Internet and District Network Resources

 

Introduction

 

Internet access is available to students, employees and guests in the Calcasieu Parish School System. System email accounts are only available to employees. We are very pleased to bring this access, and we believe that the Internet offers vast, diverse, and unique educational resources to all participants.

 

The Internet is an “electronic highway” connecting billions of computers and individual subscribers all over the world.  Our goal in providing this service to students is to enhance innovative education for students through access to unique resources and collaborations. Furthermore, employees and guests will improve learning and teaching through research, teacher training, communication, collaboration, and dissemination of successful educational practices, methods, and materials.

 

Terms and Conditions are provided so that Internet users are aware of the responsibilities they will assume when using this CPSB resource. Responsibilities include efficient, ethical, and legal utilization of the network resources. The user's signature on the attached contract is legally binding and indicates that he/she has read the Terms and Conditions carefully and agrees to abide by them.

 

Terms and Conditions

 

1.                  Personal Safety and Privacy

a.       Users will not publish online any personal contact information (e.g., address, phone number) about themselves or any other person on any CPSB webpage. Calcasieu Parish School Board home pages will use Calcasieu Parish School Board phone numbers and cpsb.org email addresses. Personal photos and work can be published if a signed district release form is on file.

b.      Users will not agree to meet with someone they have met online without appropriate approval. Inappropriate contacts should be reported to school authorities immediately.

 

2.                  Illegal Activities

a.        Users will not attempt to gain unauthorized access to the network, any computer system or another person’s account or files.

b.        Users will not intentionally attempt to disrupt or intentionally disrupt the computer system or destroy data by spreading computer viruses or by any other means.

c.        Users will not engage in any illegal acts, such as selling drugs, engaging in criminal gang activity or threatening the safety of a person or persons, etc.

d.        Users will not attempt to impersonate another individual or organization using CPSB network or other technology resources for any reason (ie. “phishing”).

 

3.                  Security

a.        Users are responsible for their individual account and should take all reasonable precautions to prevent others from being able to use your account.  Under no condition should users give their password to another person nor post the password in written form where it can be easily seen by others.

b.        Users will log off or lock their personal accounts when away from the computer for more than a few moments to prevent unauthorized access.

c.        Users will immediately notify school authorities if they have identified a possible security problem.  However, testing or purposely looking for possible security problems may be considered as an illegal attempt to gain access.  Any security concerns should be addressed to the CPSB Tech Support Center.

d.        Users will avoid the spread of computer viruses by installing and maintaining up-to-date antivirus software provided by the district.

e.        Users will only use memory storage devices (ie. disks, CDs, pen drives, etc.) that have been scanned and found to be free of viruses.

f.          Users will not download and install unnecessary programs from the Internet since most of this installs “spyware” on the computer and hinders the performance of the computer (ie. Toolbar helpers, email add-ons, screen savers, search engine assistants, pop-up blockers, etc.).

g.        Users should be aware that the CPSB network, Internet use and system email is maintained and regularly monitored for inappropriate use.  If any misuse is detected by the staff, appropriate action will be taken against the person or persons involved.

h.        Users are not allowed to install software to capture or monitor the computer activity of other users on the network or network traffic.  Only authorized CPSB tech support staff is permitted to do this in the course of administering the network.

 

4.         Network

a.       All computers are to be setup and maintained with connection to the CPSB domain for network administration and security.  Removing a computer from the CPSB domain without the permission of a CPSB tech support staff member will be considered an act to circumvent district network security and is strictly prohibited.

b.      All wireless devices on the CPSB network will be setup by an authorized CPSB tech support staff member.  All wireless devices purchased must be equipment approved by the network department.  No unauthorized wireless devices will be attached to the CPSB network and doing so will be considered a network security breech and dealt with accordingly.

c.       Network bandwidth is a limited resource of which must be conserved to serve all of the network needs of the district.  Users must understand that listening to online radio stations, viewing streaming video sites, and downloading very large files, etc. will be considered a misuse of this limited resource.

d.      Important information regarding the CPSB network will be sent out to all employees from time to time during the year addressed from the email account “tech.help@cpsb.org.”  It is the responsibility of all employees to open and read all emails from this account and then act accordingly.  Excuses such as “not reading” or deleting the messages from this account will not be acceptable.

 

5.         Inappropriate Language

Users will not use obscene, profane, lewd, vulgar, rude, inflammatory,

threatening, unprofessional, or disrespectful language.  This includes

personal attacks or harassment of another person.

 

6.         Resource Limits

a.         Users will use the system email, Internet and network resources only for educational and professional development activities. Personal use of these resources is prohibited.
