DATE, TIME, PLACE OF MEETING The Calcasieu Parish School Board met in the Conference Room of the Calcasieu Parish School Board located at 1732 Kirkman Street, Lake Charles, Louisiana, on Tuesday, November 14, 2000 , at 5:00 p.m. The meeting was called to order by Wilridge P. Doucet, President, James W. Karr, Sr., led the prayer; Mr. Doucet led the Pledge of Allegiance. ROLL CALL The roll was called and the following members were present: Joe A. Andrepont, Randall C. Armentor, Wilridge P. Doucet, Clara F. Duhon, Jay L. Duhon, John M. Falgout, L. J. "Berk" Fontenot, James W. Karr, Sr., Sheral A. LaVergne, James W. Pitre, Gregory P. Robert, and Elray T. Victorian. Carla C. Duplechin was absent. Ricky Blackwell entered the meeting later. MINUTES APPROVED On motion by Mr. Karr, seconded by Ms. LaVergne and unanimously carried, the minutes of the regular meeting of October 17, 2000, were approved as presented. RECOGNIZE SCHOOL REPRESENTATIVES Mr. Doucet recognized representatives present from the following schools: Brentwood Elementary, D. S. Perkins Elementary, Maplewood Middle and Ray D. Molo Middle School. Approve Supplemental Agenda By general consent of the Board, the supplemental agenda was approved as part of the regular agenda. Item XV-A-1, Superintendent’s Evaluation, was moved up on the agenda to be heard after presentations. Ricky Blackwell entered the meeting. PRESENTATIONS Calcasieu Parish Teachers of the Year Dolores Hicks, Administrative Director of Elementary Schools, with the assistance of the Superintendent, Board President, Vice President and appropriate Board members announced the 2000-2001 Teachers of the Year and Runner-Ups. Each was presented with a plaque commemorating the honor. Elementary Division Runner-up Carolyn Manuel, fifth grade teacher at Nelson Elementary was named as the 2000-2001 Calcasieu Parish Elementary Teacher of the Year Runner-up. Elementary Teacher of the Year Andrew T. Walker, fifth grade teacher at Henry Heights Elementary was named as the 2000-2001 Calcasieu Parish Elementary Teacher of the Year. Mr. Walker has taught for twenty years receiving a Bachelor of Arts and Masters of Education Degrees from McNeese State University. He earned a Masters of Pastoral Studies from Loyola University. Some of his awards include Who’s Who Among American Teachers 1994 and 1996 and the David L. Garrison, Sr. Memorial Award 1999. As a leader, Mr. Walker has authored "The Basic Training Program, Henry Heights Elementary, Computer Camp Site Director, authored Communication Skills for Teachers and was a member of the Long Term Training Commission for Technology. Middle School Division Runner-up Gerrye Blalock, Eighth Grade Teacher, S. J. Welsh Middle School, was named as the 2000-2001 Calcasieu Parish Middle School Teacher of the Year Runner-up. Middle School Teacher of the Year V. Ann Miller, Eighth Grade Teacher, Maplewood Middle School, was named as the 2000-2001 Calcasieu Parish Middle School Teacher of the Year. Ms. Miller has taught for nine years and has shown leadership ability through her active participation in parish and school-wide projects that are outstanding. Her philosophy of teaching is based on both "how" and "what" of teaching. The word DARE was used to summarize her philosophy; "I DARE my students to do their best. I Deliver, I must show enthusiasm, I Answer every question, for an answered question is knowledge gained; I develop a Relationship, idealistically one of mutual trust and respect; and, Edification, or the encouragement of students builds a positive frame of mind." Ms. Miller said she must watch my students carefully to identify strengths, qualities and areas for improvement. High School Teacher of the Year Runner-up Marve Sevier, Teacher at Washington Marion High School, was named as the 2000-2001 Calcasieu Parish High School Teacher of the Year Runner-up. High School Teacher of the Year Terrell Perry, Ninth Grade Teacher, Lake Charles Boston High School was named as the 2000-2001 Calcasieu Parish High School Teacher of the Year. Mr. Perry has taught for seven years and achieved many outstanding honors. His philosophy of teaching requires knowledge, patience, character and a variety of experiences. A teacher must be well trained in classroom management and the delivery of information; a teacher is responsible for molding students into productive citizens, motivating them to set goals and pursue careers. Mr. Terrell said you "must show your students you care." Each teacher of the year was given the opportunity to address the Board. All thanked the Board for the honor. Mr. Doucet congratulated each honoree on behalf of the Board. Board of Elementary and Secondary Education Report Dale Bayard, BESE Board Member representing District 7, gave the Board an update on what was taking place at the State Board of Elementary and Secondary Education. Mr. Bayard said the recent defeat of the Stelly Plan would force some good turns of events. He said it was time to bring out factors about what was going on in the schools. Many factors have driven the cost of education up and most individuals do not understand that. The impact of poverty on schools costs is astronomical. Louisiana leads the nation in private and parochial enrollments. Special education has a tremendous impact on Louisiana’s per pupil investment. There are many state and federal mandates that cost local systems many dollars. He said it is time to educate the public as to why the state has financial difficulty in the schools. Mr. Bayard said there were also many inequities in the Minimum Foundation Program. The Board thanked Mr. Bayard for the report.
EXECUTIVE SESSION On motion by Ms. LaVergne, seconded by Mr. Andrepont and unanimously carried, the Board went into Executive Session at 5:55 p.m. to discuss personnel matters. The Board resumed regular open session at 6:30 p.m. Mr. Doucet announced that the Board had reviewed the evaluations of the Superintendent. The results of the evaluation were favorable with the Superintendent receiving 2.29 points out of a possible 3.0. COMMITTEE REPORTS Curriculum and Instruction Committee Joe Andrepont, Chair, reported that the Curriculum and Instruction Committee met on Thursday, October 19, 2000; a quorum was present. The first item of discussion was an update on provisional diplomas. Jude W. Theriot, Superintendent, explained that due to the 8th grade LEAP test being in effect, Calcasieu Parish School Board was responsible for having an alternative program and a provisional diploma in place for graduation. He said that a request had been received for a regular diploma with the following endorsements: a technical endorsement in which students receive additional skills (i. e., three years of computer science courses) and, an academic endorsement in which students specialize in areas of academics (i. e., taking courses such as advanced science, advanced biology or advanced chemistry). In addition, a request was made to the BESE Board to approve a Louisiana GED which would allow a student to receive a diploma but not attend college. Mr. Theriot stated that the Louisiana GED was designed to allow students to take classes that would prepare them for the work world rather than college preparation classes. The diploma requested would allow students to specialize in a particular work area and would be for students who could not pass the LEAP 21 at the 8th grade level or the 10th grade level. A student would automatically be placed in this course of study after failing the LEAP 8th grade test three times. After failing the graduate LEAP GEE, a student could choose to be placed in this course of study or be placed in it automatically at age 21 years of age. Mr. Theriot stated that BESE approved only one diploma with no endorsements and the matter was referred back to the Superintendent’s Association. A provision for special education students to continue to receive a Certificate of Attendance was reinstated for another year. Students identified as special education students who take off-level testing (bottom 4%) could march at graduation but would not receive a regular diploma. Another option discussed was to award a Certificate of Attendance to anyone who could not pass the LEAP test, the 15% of students who would never pass the GEE. A motion was made and approved in Committee requesting that a resolution be sent to the Louisiana School Boards Association supporting an alternative diploma. Mr. Andrepont moved, on behalf of the Committee to send a resolution to the LSBA supporting an alternative diploma. Mr. Theriot informed the Board about options discussed by the Superintendent’s Advisory Council with regard to diplomas. The program would benefit both the students and the parish. The proposal will be made to BESE in May. Changes to the Pupil Progression Plan were presented and approved by the Committee. Mr. Andrepont moved, on behalf of the Committee to approve the Pupil Progression Plan. Motion carried unanimously. Recommendations were then made and approved in Committee for Reading, K-5, Reading, 6-8 and Language Arts, 9-12 Textbook Adoption Committees. Mr. Andrepont moved, on behalf of the Committee to approve the Textbook Adoption Committees as presented. Motion carried unanimously.
Pupil Personnel Committee Randy Armentor, Chair, reported that the Pupil Personnel Committee met on November 6, 2000; a quorum was present. Concerns were heard by the Committee from a parent with regard to the limited SPARK gifted curriculum offerings at LaGrange High. Gay Arnold, Supervisor of Gifted Programs, explained the reason why the particular class the student was interested in was not offered. The student did have the option of attending Barbe High but chose not to do so for several reasons. Mrs. Duplechin requested that staff look into the matter. Staff was directed to study the cost and feasibility of telecommunications gifted programs for LaGrange High and to find other possible ways to help gifted students. Mrs. Arnold then presented each Committee member with information on statistics of numbers of gifted students served by ethnicity and efforts the parish has made to increase minority participation in the gifted program over the last several years. Information was also provided on a previous parish grant program directed at increasing minority gifted identification as well as information regarding the Office of Civil Rights site visits to Calcasieu Parish, their recommendations and efforts made by the system in response to OCR requests. It was requested that staff search the possibility of moving gifted program classes into Oak Park Middle and using the WRAT (Wife Range Achievement Test) for eligibility; look into changing hiring procedures of gifted teachers; to provide a screening process more relaxing to minority students in hopes that might help with testing. Mrs. Duhon requested that the Pupil Personnel Committee minutes be changed to read, "to provide a more relaxed environment and waiting area for minority students while they are waiting to be tested in hopes that it would help students achieve better test results." Mr. Victorian expressed concerns that minority teachers were not getting the same reception and opportunities in the gifted program as other teachers. He said there was no reason, in a system this large, not to have minority teachers in that program. Mr. Victorian said it was only fair that minority teachers should participate in the gifted program. Ms. Bankens addressed some of his concerns. Mrs. Arnold reviewed curriculum guidelines for gifted students. Leo Miller, Assistant Superintendent, Curriculum and Instruction, informed the Committee that Policy JGCC, Communicable Disease Control, was inadvertently left out of the policy manual but would be placed in the manual.
TAKE APPROPRIATE ACTION Renewal of Property/Casualty Insurance Ron Hayes, Risk Manager, presented a recommendation from Andy McElveen, McElveen Insurance Agency to have Coregis and AAIC rewrite the current property and casualty insurance for Calcasieu Parish, effective December 1, 2000. The current liability, primary property and umbrella coverage policies would be cancelled pro-rata and new policies would run from December 1, 2000 to December 1, 2001. The new dates would do away with concerns about having to negotiate those coverages during hurricane season in this area. The overall annual increase to accomplish the re-write would be $38,708, approximately 8% over current rates. All industry indications reflect much larger rate increases after January 1, 2001. Negotiations are still underway with the excess property carrier to avoid a substantial increase in 2001. Children’s Miracle Network Allocation College Oaks Elementary, Speech Therapy Services, received a $3,950 grant for the purchase of Speech Viewer III and IBM ThinkPad/Notebook from Children’s Miracle Network. The grant was written by the school speech pathologists. Excellence in Economics Teaching Award Michelle North, S. J. Welsh Middle School, has been selected to receive the Excellence in Economics Teaching Award in the Prairie Region from the Louisiana Council for Economic Education. This award is given to the teachers who best exemplify an economic educator in Louisiana. Those are the ones who know the importance of introducing economics to their students, one who introduces and supports economic education at their school to further economic literacy, but most of all, one who has best addressed the mission of the Louisiana Council for Economic Education – to help all students develop economic ways of thinking and problem-solving that they can use in their lives as consumers, savers, investors, members of the workforce, responsible citizens and effective participants in a global economy. Governor M. J. "Mike" Foster A letter was received from Governor Foster conveying his sincere appreciation to the members of the Calcasieu Parish School Board for the endorsement of the proposed constitutional amendments. Governor Foster further stated that he believed the amendments were very important in terms of the state’s future and has never felt stronger about anything than the passage of the three amendments. Washington-Marion JROTC Washington-Marion’s JROTC Raider Team placed 2nd in One Rope Bridge and 3rd in Map Reading during the Natchitoches Central High School’s Swamp Ranger Challenge. The JROTC Quiz Bowl Team placed 2nd during the Quiz Bowl competition sponsored by Leesville High School JROTC. The Drill Team placed 3rd in Armed Regulation Drill at the Cane River Classic Drill meet in Natchitoches. Calcasieu Parish K-3 Initiative After school instructional programs, funded by the K-3 Reading and Math Initiative, have been implemented at the following sites: Bell City, Brentwood, Clifton, DeQuincy, Dolby, Fairview, Fondel, Frasch, Gillis, Henning, Henry Heights, Johnson, Kaufman, Kennedy, Maplewood, Oak Park, Perkins, Prien Lake, St. John, Vinton, T. H. Watkins, J. I. Watson, Westwood and Ralph Wilson. (This includes two sites at DeQuincy, St. John, and J. I. Watson.) All elementary schools were invited to participate. Each site serves from 10-12 students who have been determined to be "at-risk" based on DRA and ITBS scores. The children receive one hour and fifteen minutes of
after-school instruction three days per week in the language arts area. Each teacher attended Saturday training and has been supplied with all necessary materials. Quality Management Training Mr. Theriot announced that the Quality Management Training Team from Pinellas Country would be in Calcasieu Parish on December 7th and 8th, 2000 for Quality Training classes. ANNOUNCEMENTS/REQUESTS Mr. Armentor congratulated the Iowa High School football team for their successful football season and wished them good luck in the playoffs. He congratulated the Cross Country Track team. Mr. Armentor expressed concerns about duties of personnel in the Technology Department. Mr. Falgout requested that staff report on a proposal for offering additional classes at the College Street T & I facility at the next Board meeting. Mr. Pitre congratulated the Barbe High football team for their successful season and wished them good luck in the playoffs. He said that bond issues in the system needed to be prioritized. Mr. Karr congratulated Iowa High School on their outstanding football season. He congratulated DeQuincy High School football team for being District winners. Mr. Karr extended his congratulations to all schools in the playoffs. Mr. Blackwell presented a request for Mrs. Duplechin in her absence. She requested information on: 1) who is traveling; 2) when did they travel? 3) what fund paid the travel? Mr. Blackwell then inquired as to how United Way contributions were this year. He congratulated Barbe and Iowa High on their successful football season. Mr. Blackwell requested a letter of congratulations to Sulphur High for a successful football season. C. Duhon congratulated Lake Charles Boston High on their successful football season. Mrs. Duhon said she felt fortunate to have been selected as a judge for the Teacher of the Year committee. Mr. Fontenot congratulated Coach Renee Fontenot for the success of the Sam Houston High Girls’ Volleyball Team. He expressed some concern about rumors of employees receiving a thirteenth check for 2000. Mr. Theriot said that a proposal was scheduled to be brought to the November 28, 2000, Budget/Fiscal Management Committee meeting. Mr. Robert congratulated all Calcasieu Parish athletic teams for their successful seasons.
Ms. LaVergne inquired as to how information was being sent out for janitorial supplies. She asked about the status of the Combre site property and was told the contract had been signed. Mr. Doucet congratulated Westlake High School for their successful football season. He reported that he had been asked to serve on the Quality Math and Science Council for Louisiana.
