DATE, TIME, PLACE OF MEETING The Calcasieu Parish School Board met in the Conference Room of the Calcasieu Parish School Board located at 1732 Kirkman Street, Lake Charles, Louisiana, on Tuesday, June 19, 2001, at 5:00 p.m. The meeting was called to order by Sheral A. LaVergne, President. The prayer was led by James Pitre; Ms. LaVergne led the Pledge of Allegiance. ROLL CALL The roll was called and the following members were present: Joe A. Andrepont, Randall C. Armentor, Ricky Blackwell, Wilridge P. Doucet, Clara F. Duhon, Jay L. Duhon, Carla C. Duplechin, John M. Falgout, L. J. "Berk" Fontenot, James W. Karr, Sr., Sheral A. LaVergne, James W. Pitre, Gregory P. Robert, and Elray T. Victorian. Philip Tarver was absent. MINUTES APPROVED On motion by Mr. Victorian, seconded by Mr. Andrepont and unanimously carried, the minutes of the regular meeting of June 5, 2001, were approved as presented. Include Supplemental Agenda On motion by Mr. Karr, seconded by Mrs. Duplechin and unanimously carried, the Supplemental Agenda was included as part of the regular agenda. PRESENTATIONS Andy Pirolo - Spelling Bee Champion The Chair recognized Andy Pirolo, Spelling Bee Champion, and introduced his parents, Elizabeth and Don Pirolo. Andy is a fifth grade student at Prien Lake Elementary School. Mr. Theriot presented a certificate to Andy in recognition for his participation in local, state, and national spelling bee competition. Mrs. Duhon commended the Literacy Council of Southwest Louisiana for their continued support in the continuance of the spelling bee program. Dr. Stearns Rogers Brian Fontenot, Science Consultant, thanked Mr. Theriot and the Calcasieu Parish School Board for giving him the opportunity to honor Dr. Stearns Rogers. He stated that Dr. Stearns Rogers, a recently retired bio-chemistry professor from McNeese, has contributed so much to our community through education. Mr. Fontenot introduced Gary Kratzer, James Newman, and Dr. Ina Delahoussaye who stated that Dr. Rogers has given forty years of his life through education to students and teachers state-wide. Not only has he given his time, he has shared his talents, knowledge, and his visionary ideas. Dr. Roger's was always looking to the future for techniques and methods to improve the educational system. It was noted that his efforts were supreme and his reputation was above reproach. Mr. Andrepont stated that Dr. Rogers demonstrated great patience with his students and always encouraged them to participate. Dr. Delahoussaye addressed the Board and spoke in honor of Dr. Rogers She stated that Calcasieu Parish appreciated his contribution to student achievement in science through standards-based professional development opportunities. Dr. Rogers thanked the Board for the tribute that was given on his behalf and stated that his success was made possible because of the understanding and cooperation of everyone with whom he was associated. Gillis en Francais Cindy Sears, President of the Gillis Elementary French Immersion parent organization, Gillis en Francais, thanked Mr. Theriot and the Calcasieu Parish Board members for the continued support making it possible for the program at Gillis and all schools in the parish to continue. Students from Gillis Elementary presented thank you cards to Mr. Theriot and the Board members. An invitation was extended to the Board members to attend the French Immersion state picnic scheduled for September 22, 2001. State Literary Rally Winners Mr. Jongbloed, Director of High Schools, introduced the first place winners of the State Literary Rally. Mr. Theriot, Superintendent, and Ms. LaVergne presented a certificate to each of the students for their accomplishment. First Place Winners Iowa High School: Tosha Marie LaVergne - Consumer Homemaking I division; DeQuincy High School: Lee Henagan - Advanced Math II division; Cody Ellender - Civics division; Jamie Slay - Journalism division; Travis Woodard - Physics division; Matthew Hyatt - Advanced Math I division; Stephanie Rhodes - Agricultural Science II division; Chance Cooper - Agricultural Science III Overall division; Sulphur High School: Joseph Cormier - Accounting I division; Tia Thibodeaux - Food & Nutrition division; Amanda Cossey - Human Development & Family Relations division, Erica Cargile - Superior rating in the French IV division. Total Quality Management Update David Buller, Principal of Iowa High School, presented an update on the Quality Management Program. Mr. Buller expressed his appreciation to the following team members: Mr. Bill Jongbloed, Pam Quebedeaux, Ester Vincent, Steve Hardy, and Keith Leger. He acknowledged Tom Hatfield from PPG and Bob Smith from Louisiana Pigment and thanked them for their support. Charlene Chiasson and Kelly O'Blanc were also given recognition for their assistance. A video was presented showing students from Kindergarten through High School explaining how the Quality Management Program has made a difference in all areas of their school curriculum. The students compiled information and graphed the data on a chart. It was reported that the program was devised to assist all students by tracking academic progression and indicating deficiencies. Several teachers spoke on the benefits of the program. They stated the Quality Management Program enables students to enhance their reading skills, assists with personal and classroom goals, helps with behavior problems, provides accessibility for make up work, and creates competitiveness. It was noted that if the right tools are available, any child can learn. Also, it was stated that all children should have every opportunity to expand their knowledge and participate in every available program. It was reported that the program will be in full implementation beginning this fall. Eight schools will initiate the next training session in August and an additional eight schools will begin in the spring of 2002. Mr. Hatfield from PPG stated he was pleased with the results of the program and commended the teachers for their efforts and time given. Mr. Doucet commented that the program was excellent and that it should take precedence in budget planning. Outstanding Support Employee Awards Dolores Hicks, Administrative Director of Elementary Schools introduced the outstanding support employees and presented each with a certificate. Elementary Division Belinda Arceneaux - School Clerk/Secretary and Bookkeeper - Vincent Settlement Elementary School Middle School Division Vicki Jones - Para-Professional - Molo Middle School High School Division Melanie Lathier - Receptionist/Secretary - Westlake High School Lena Edwards - Secretary/Bookkeeper – Washington-Marion High School Dr. Daniel Vidrine - Governor's Arts Award Mr. Theriot recognized Dr. Daniel Vidrine as the recipient of the Governor’s Arts Award. Mr. Theriot stated that Dr. Vidrine exemplifies the most outstanding qualities of an art supervisor. He is a visionary who leads our school system toward rigorous standards in art education, continuing to raise the “bar” to help students and teachers achieve outstanding levels of success. Through Dr. Vidrine’s leadership, the entire school system of 32,500 students and 4,700+ employees is now fully aware of the value of the arts as basic to every student’s reaching full potential. Mr.Theriot commended the Board for their continued support in the continuance of the program. Several Board members voiced their appreciation to Dr. Vidrine for his dedication to the educational system of Calcasieu Parish. COMMITTEE REPORTS Budget/ Fiscal Management Committee John Falgout, Chair, reported that the Budget/Fiscal Management Committee met on Tuesday, June 12, 2001; a quorum was present. The first item was the discussion of a Joint Service Agreement with the Calcasieu Parish Sheriff’s Department to initiate a Safe Schools Program. The Joint Service Agreement would provide school resource officers on a full or part time basis at all of our school sites. The total cost to fund the program would be $443,520 with the Calcasieu Parish School Board’s portion of $232,760 to be funded from the General Fund. Mr. Doucet stated that he is not against safe schools, but placing counselors in all of the schools should take precedence over the proposed program. He stated he cannot support the Safe Schools Program until counselors are placed in every school. Mr. Falgout moved on behalf of the Committee to approve the proposal to enter into a Joint Services Agreement with the Calcasieu Parish Sheriff’s Office for a Safe School Program at a cost to the General Fund of $232,760. Motion carried by a majority vote; Mr. Doucet voted nay. The next item concerned Calcasieu Parish Schools incurring a portion of the cost of CDL medical examinations for bus drivers and substitute drivers. It was reported the cost would not exceed $40 per physical. Mr. Falgout moved on behalf of the Committee to approve the proposal to pay a portion of the costs of CDL medical examinations for bus drivers and substitute drivers at a cost not to exceed $40 per physical. Motion carried unanimously. The final budget revision, Budget Revision #4 for the 2000-2001 General Fund, was presented. Most of the revision included line item transfers with a few changes in projections. Revenues and other sources of funds were $169,009,582 and expenditures and other uses of funds were $168,945,549, leaving a projected surplus of $64,033 for the year. Mr. Falgout moved on behalf of the Committee to approve Budget Revision #4 for the 2000-2001 General Fund. Motion carried unanimously. The next item of discussion was Budget Revision #1 to the special revenue funds which included Revision #2 for the school lunch fund. Projected special revenue funds included adjusted revenues and other sources of $27,444,717 and expenditures and other uses of $27,708,892 for a projected deficit of ($264,174). Since the school lunch fund is accounted for as a special revenue fund, revenues and other sources of funds for school lunch were included and were projected at $11,766,596, an increase of $200,290 from Revision #1 while expenditures and other uses were projected at $12,048,121 an increase of $200,290 from Revision #1. Staff recommended approval of Budget Revision #1 for 2000-2001 special revenue funds. Mr. Falgout moved on behalf of the Committee to approve Budget Revision #1 for 2000-2001 special revenue funds including revision #2 for school lunch. The motion was then voted on and carried unanimously. The next item of review was Revision #1 to the debt service funds for 2000-2001. This fund simply reports incoming tax revenues and outgoing bond payments. Revenues and other sources were projected at $14,672,175 and expenditures and other uses were projected at $13,485,847 for a projected surplus of $1,186,328. Mr. Falgout moved on behalf of the Committee to approve Revision #1 to the debt service funds for 2000-2001. The motion was then voted on and carried unanimously. Next, Mr. Bruchhaus made the presentation for the 2001-2002 general fund budget work session. New projected revenues and other sources for the 2001-2002 general fund were $172,954,663, a net increase of $5,556,188 from the original projection. This increase was due to a reduction in sales taxes of $188,000 and an increase in M.F.P. funding for the teacher raise of $5,744,188. Staff asked the Board to adopt the revised number as the official level for revenues and expenditures for 2001-2002. Mr. Falgout moved on behalf of the Committee to approve the revised projected revenues and other sources for the 2001-2002 general fund of $172,954,663 and that maximum allowable expenditures be set at the same level. Motion carried unanimously. Next, Mr Bruchhaus reviewed major changes for the 2001-2002 expenditure budget as compared to the 2000-2001 original budget. Changes totaled $16,844,841 for 2001-2002. A major consideration for this year’s budget involved employee raises. The State appropriated a $2,060 teacher raise for 2001-2002. In addition, staff identified an additional $5,600,000 that could be used for employee raises if the Board would choose to do so. Staff proposed an across-the-board format using a preliminary increase of $1,500 to the teachers’ schedule and $500 to support schedules. Mrs. Duplechin stated that some support personnel and para-professional employees earn close to minimum wage. She stated that this issue needs to be addressed. Ms. LaVergne recognized Janice Breaux, cafeteria manager, to speak on behalf of cafeteria employees. She reported that the cafeteria technicians at her school net approximately $507 per month. She stated that many of her employees live at or below poverty level. Ms. LaVergne recognized Kathy Landry, President of the Bus Drivers Organization. Ms. Landry addressed the Board and thanked them for the financial assistance with the CDL physicals and efforts shown for bringing salaries to the national average. Ms. LaVergne recognized Mark Hayes, President of the Calcasieu Association of Educators. Mr. Hayes addressed the Board and thanked them for their commitment and support approving the salary increase and their continued efforts in finding ways to fund pay raises for educational support personnel. Mr. Falgout moved on behalf of the Committee to approve staff’s recommendation for the proposed increases of $1,500 to the teachers’ schedule and $500 to support schedules. Mr. Falgout moved on behalf of the Committee to approve the budget for advertisement, public hearing and final recommendation at July 17, 2001 meeting and grant permission to process purchase orders against proposed non-salary line items not to exceed 75% of prior year line items as presented. Motion was voted on and carried unanimously. Next, Mr Bruchhaus presented the Special Revenue Funds Budget for 2001-2002. Special Revenue Funds projections for 2001-2002 totaled $24,499,069 for Revenues and Other Sources and $24,807,970 for Expenditures and Other Uses for a projected deficit of ($308,901). School Lunch projections for 2001-2002 totaled $11,502,431 for Revenues and Other Sources and $11,811,332 for Expenditures and Other Uses for a projected deficit of ($308,901). Since the proposed budget projected a deficit for School Lunch, staff recommended continued reduction in personnel through attrition. Mr. Falgout moved on behalf of the Committee to approve the special revenue funds budget for 2001-2002(including school lunch funds). Motion carried unanimously. The debt service funds budget for 2001-2002 was presented for approval. Projected revenues and other sources totaled $15,452,959 and projected expenditures and other uses totaled $15,135,678 for a projected surplus of $317,281. Mr. Falgout moved on behalf of the Committee to approve the debt service funds budget for 2001-2002. Next, representatives from Pro-Financial Group presented information regarding TRSL Benefits, the DROP Program and Optional Retirement Benefits. Pro-Financial Group asked permission to meet with Calcasieu Parish principals. It was noted that presentations were not exclusive to one company. Mr. Falgout moved on behalf of the Committee to approve the request for permission for Pro-Financial Group to meet with all principals to present Pro Financial Group’s benefits program. Motion carried unanimously. Mr. Bruchhaus presented the following resolution for approval to adopt millages for the year 2001 and also approval to authorize interfund loans to debt service funds for cash flow purposes. approve the resolution to adopt millages for the year 2001 and approve granting
permission to authorize interfund loans to debt service funds for cash flow
purposes. Motion carried unanimously. The Louisiana Compliance Questionnaire was
presented for approval by the committee. The questionnaire is a required part of
the financial and compliance audit of Louisiana governmental entities. Mr. Falgout moved on behalf of the Committee to
approve the Louisiana Compliance Questionnnaire as presented. Motion unanimously carried. Mr. Bruchhaus gave an update of the ½ cent
sales tax since 1995 which included all raises funded from the sales tax
collected. This item was for informational purposes. The proposed Pre-School Program NEAT, Nurturing
Early Achievers Today, was referred from the Board after being presented to the
Pupil Personnel Committee. The program was developed in response to the Board's
request to investigate ways to increase the number of minority students who have
been identified for the Calcasieu Parish Gifted Program. The pilot program would
identify twelve highly potential three year-old minority students in the fall of
2001-2002 school year. The program will be initiated in the spring of 2002. The
program would employ two teachers for the first year of the program at a cost of
$98,025. Cost determined for the second year was $121,495 and $178,320 for the
third year. Mr. Falgout moved on behalf of the Committee to refer the proposed pilot program back to the Pupil Personnel Committee for further discussion. Motion carried unanimously. TAKE APPROPRIATE ACTION Selection of the Official Journal for the
Calcasieu Parish School Board 2001-2002 It was reported that the bids for the Official
Journal for the Calcasieu Parish School Board covering the time period of July
1, 2001 to June 30, 2002 were received. The Lake Charles American Press and the
Southwest Daily News submitted bids. All bids submitted would be $3.00 per
square (copy of disk) per insertion date for legal advertisements. It was noted
that in the event that all bids were equal, a rotation would occur. On motion by Mr. Andrepont, seconded by Mr.
Doucet and unanimously carried, the Official Journal for the period of July 1,

delivered $10,000,000 Public School Improvement Bonds of School District No. 23
of Calcasieu Parish, Louisiana, 2000 Series, dated February 15, 2000, which are
payable from and secured by ad valorem taxation on a parity with the Bonds. The Bonds will be in fully registered form,
dated August 15, 2001, will initially be one bond for each maturity with
transfers in multiples of $5,000, and will be payable from and secured by
unlimited ad valorem taxation. All Bonds of the same maturity must bear interest
from date thereof until paid at one basic rate of interest to be designated by
the bidder not exceeding nine (9%) percent per annum on any Bond in any interest
payment period, said interest to be payable semi-annually on February 15 and
August 15 of each year, beginning February 15, 2002. Those Bonds maturing in the years 2002 to 2011,
inclusive, shall not be subject to redemption prior to maturity. Those Bonds, or
portions thereof in multiples of $5,000, maturing in the years 2012 to 2021,
inclusive, shall be subject to redemption prior to maturity, at the option of
the Issuer, in such order as the Issuer may determine and by lot within any
maturity, on any interest payment date on or after August 15, 2011, at par and
accrued interest to the date fixed for redemption. The Bonds will be payable at a bank or trust
company to be designated by the purchaser of the Bonds at the time of the sale
thereof or within three (3) days of the date of such sale. A certified or cashier's check in the amount of
$200,000.00 drawn on an incorporated bank or trust company and payable to the
order of School District No. 23 of Calcasieu Parish, Louisiana, must accompany
each bid as a guarantee of good faith on the part of the bidder, to be forfeited
as liquidated damages if such bid be accepted and the bidder fails to take up
and pay for the Bonds. The check of the successful bidder will be retained
uncashed by the Issuer and returned upon delivery of the Bonds and payment
therefor. Checks of unsuccessful bidders will be promptly returned to each
bidder's representative or by certified mail. All bids must be submitted on bid forms
furnished by the Calcasieu Parish School Board without alteration or
qualification. Bidders shall name one basic rate of interest for each Bond
maturity not exceeding twelve (12%) percent per annum on any Bond in any
interest payment period to be expressed in a multiple of one-twentieth (1/20) or
one-eighth (1/8) of one (1%) percent per annum. No bids for less than par and
accrued interest from August 15, 2001 to the date of delivery of the Bonds or
which specifies the cancellation of Bonds will be considered. Any premium bid
must be paid in funds specified for the payment of the Bonds as part of the
purchase price. The Bonds will be awarded to the bidder
offering to purchase the Bonds at such rate or rates of interest as will produce
the lowest effective interest rate to the Issuer. The lowest effective interest
rate will be determined in accordance with the “True” or “Canadian” interest
cost method of calculation by doubling the semiannual interest rate (compounded
semiannually) necessary to discount the debt service payments from the payment
dates to the date of the Bonds and to the price bid, excluding the accrued
interest from the date of the Bonds to the date of their delivery. If any bid
for the Bonds shall be acceptable, a prompt award of the Bonds will be made. The
right is expressly reserved to waive any irregularity in any bid or to reject
any and all bids received. The successful bidder shall make a bona fide
public offering of the Bonds, and, as a condition to the Issuer's obligation to
deliver the Bonds, the successful bidder must furnish to the Issuer within
forty-eight hours after being notified of the award of the Bonds, the initial

Revised Statutes of 1950, as amended, and other constitutional and statutory
authority supplemental thereto, provided issuance of such bonds is first
authorized by a majority of the qualified electors of the District voting on the
proposition at an election to be held for such purpose; and WHEREAS, the Calcasieu Parish School Board

BE PAYABLE FROM AD VALOREM TAXES. Shall School District No. 30 of Calcasieu
Parish, Louisiana, incur debt and issue bonds in an amount not exceeding
$14,500,000 for a period not to exceed twenty (20) years from the date thereof,
with interest at a rate not exceeding nine (9%) percent per annum, for the
purpose of acquiring and/or improving lands for building sites and playgrounds,
purchasing, erecting, enlarging and/or improving school buildings and other
school related facilities within and for said School District, and acquiring the
necessary equipment and furnishings therefor, title to which shall be in the
public, which said bonds shall be retired with, paid from and secured by ad
valorem taxes on all taxable property within the limits of School District No.
30 of Calcasieu Parish, Louisiana, sufficient in rate and amount to pay said
bonds in principal and interest? SECTION 2. The polling places set forth in the
Notice of Special Election in Section 4 hereof, be and the same are hereby
designated as the polling places at which to hold such election. SECTION 3. Officers designated or such
substitutes as may be selected, designated and sworn in compliance with Sections
1286 through 1289 of Title 18 of the Louisiana Revised Statutes of 1950, as
amended, shall hold the said election substantially in accordance with the
general election laws of the State of Louisiana, except that the election is
called and shall be conducted, canvassed, and promulgated, and notice thereof
given in accordance with the procedures set forth in Chapter 6-A of Title 18 of
the Louisiana Revised Statutes of 1950, as amended. Said election officers shall
make due returns of said election at a regular meeting of the Calcasieu Parish
School Board, to be held at its regular meeting place, the School Board Office,
Lake Charles, Louisiana, on Tuesday, the 7th day of November, 2001, at 5:00
o'clock p.m., at which time said School Board will, then and there, in open and
public session, examine and canvass the returns and declare the result of said
special election. The compensation of election officials be and the same is
hereby fixed at the sum as specified in Sections 424 and 425 of Title 18 of the

Award Five Louisiana Distinguished Partners in Education Awards were granted. Two of the five awards were given to Calcasieu Parish Partners in Education. - Westlake High School's partner in education, Confer-Creel Foundation, received a Distinguished Partners in Education Award. The Confer-Creel Foundation has shared a variety of materials, gifts, and monetary contributions as well as their talents, time, and advice. The Foundation's goal in partnership with education has been to develop a field of potential future employees at Westlake High School through the following: · Recognizing student achievement in academics · Assisting students in developing technology skills that will take them beyond high school to higher education and/or the workplace, and · Supporting students who need remediation - Sulphur High School, E.K. Key Elementary
School, and the Calcasieu Career Center's partner in education, Citgo Petroleum
Corporation, received a Distinguished Partners in Education Award. Citgo has
donated a variety of resources comprised of office equipment, academic
incentives to students, technology equipment, and classroom supplies. Citgo is
also responsible for incurring expenses allowing school administrators to attend
professional growth conferences. Citgo has sponsored several athletic
tournaments and music festivals. Calcasieu Parish School System Technology
Department The "Jungle Adventure Tech Camp" will be held July 9 – 19, 2001, from 9:00 a.m. to 12:00 p.m. at Dolby Elementary School. The students will be introduced to the newest hardware and software. Classes will include instruction in video editing, digital cameras, Internet research, and virtual reality movies. Calcasieu Parish School Board members and staff are cordially invited to the Tech Camp 2001 Open House on Thursday, July 19, 2001, from 5:30 p.m. until 7:30 p.m.
at Dolby Elementary School in order to observe projects of students and teachers
that were produced during the camp. Calcasieu Parish School System Summer Arts Camp The Calcasieu Parish School System co-sponsors
a summer arts camp each year in conjunction with the Arts & Humanities Council
of Southwest Louisiana. This year's arts camp, "Time Frames", features a new
mosaic class in its curriculum in addition to stained glass, theatre, musical
theatre, weaving, pottery, drawing, painting, computer art, and photography.
This year over 250 students are enrolled in the camp, which takes place from
June 5 – 28, 2001. Approximately forty teachers and aides are employed at the
camp. As a culmination of all activities during the camp, an open house will be
held on Thursday, June 28 at 6:00 p.m. Student visual artwork will be on display
and theatre and musical theatre students will perform. ANNOUNCEMENTS AND REQUESTS Mr. Blackwell requested a letter of condolence
to be sent to the family of Erik Gamborg. Eric was a fifteen year old student at
Sulphur High School. Mr. Andrepont thanked the Board for unanimously

He also requested that clarification of the dress code policy needs to be
addressed. Mrs. C. Duhon requested that a committee be
appointed by the Board President to work in conjunction with staff addressing a
policy that would be placed in the first section of policy handbook stipulating
the process by which the decision maker of a Board in a Board district would be
selected. She also requested a report indicating the number of title schools
that are in south Lake Charles, how many minority students attend the schools,
and the amount of federal funds that are received by the schools. Mrs. Duhon
requested information on the number of students per Board member in all
Calcasieu Parish schools. Mr. Falgout thanked the Board for condolences
on the loss of his sister. Mr. Falgout stated that he appreciated the
congratulations given to him and his wife on their 50th wedding anniversary. Mr. Pitre requested a letter of congratulations
to be sent to Mr. Frank Balke, the recipient of the Calcasieu Parish School
Volunteer of the Year from Nelson Elementary. He also requested that a
congratulatory letter be sent to all retirees. Mr. Karr asked for a clarification of the
handout that was distributed to the Board members during the meeting. Mr.
Theriot stated that the data reflects the number of students enrolled at Pearl
Watson Elementary and Brentwood Elementary by representation of Board members. Mr. Fontenot stated that he was pleased with
the decision of the Supreme Court concerning school prayer at athletic events. Mr. Armentor requested that Entergy be
contacted to discuss the possibility of the installation of security lights at
the LeBleu site. Mrs. Duplechin expressed her interest in the
summer Arts Camp at S.J. Welsh. Ms. Duplechin requested that the Board members
be informed of all scheduled summer camps and programs. Mr. Doucet requested an update on the progress
of formulating a policy that stipulates a dress code for teachers. It was
reported that Mr. Leo Miller, Assistant Superintendent, will present a policy to
the Principals and to the Curriculum and Instruction Committee for review. He
also requested that a committee comprised of Science and Math supervisors be
appointed to meet with him regarding the Region Five Grant. Ms. LaVergne requested that before final action is taken on the re-districting of school zones, a committee be appointed to review the plan. She commented that all Board members should
