The Calcasieu Parish School Board met in the Conference Room of the Calcasieu Parish School Board located at 1732 Kirkman Street, Lake Charles, Louisiana, on Tuesday, March 14, 2006, 4:45 p.m.  The meeting was called to order by Ed Stephens, President.  The prayer was led by James Karr; R.L. Webb led the Pledge of Allegiance.

The roll was called and the following members were present:

MINUTES APPROVED

 

On motion by Mr. Andrepont, seconded by Mr. Webb and unanimously carried, the minutes of the regular meeting of February 21, 2006, were approved as presented.

COMMITTEE REPORTS

 

Employee Benefits

 

Chairman Billy Breaux reported that the Employee Benefits Committee met on Tuesday, March 7, 2006, at 4:45 p.m. A quorum was present.        

 

The first item on the agenda was the Blue Cross Blue Shield of Louisiana health insurance renewal.

 

Ron Hayes, Risk Manager, introduced Ms. Kathy Sonnier, Account Executive with Blue Cross Blue Shield of Louisiana.  Ms. Sonnier presented the 2006 – 2007 health insurance renewal.  She explained that this past year the CPSB added 247 employees and 412 total members to its health insurance.  Claims had increased in all areas over the last year, including large claims.  Prescription use increased from an average of 1.4 prescriptions per month for each member to 1.6.  She explained that the Blue Cross Blue Shield network saved the CPSB over 50% and it was used 95.6% of the time. 

 

The average claim payment for each retiree was $2,414 in 2004 and $3,209 in 2005.  For active employees the claim payment per member was $1,682 for 2004 and $2,056 in 2005.

 

Ms. Sonnier announced that BCBS will be making available to the system information on Access Blue.  This process will allow covered members to check their health insurance claims status online.

 

Ms. Sonnier further explained that BCBS is teaching plan members about health care cost with their Coverage Advisor.  This online tool will inform members how to customize health profiles, estimate future health care services, estimate future health care costs, assist customers anticipate the out-of-pocket costs and review tax implications.  BCBS also has the Healthcare Advisor to help employees learn about health, estimate the cost of services, find and compare hospitals, and find tools and resources.

 

Mr. Ron Hayes informed the committee that the health insurance renewal increase would be  2.9%.  This means employees in the high option will have an increase of $4.45 per month for a total premium of $158.02. A motion to accept the BCBS health insurance renewal was made, seconded and approved.

 

Mr. Breaux moved on behalf of the committee to approve the recommendation to approve the health insurance renewal.  After a brief discussion, the President called for a vote on the insurance renewal as presented from committee.  The motion carried.

 

Next, Mr. Breaux reported that Mr. Hayes addressed the committee regarding renewal of the CPSB group life insurance through Trustmark with no increase.  A motion to approve the CPSB group life insurance renewal through Trustmark was made, seconded and approved.   Mr. Breaux moved on behalf of the committee to approve the group life insurance renewal.  The motion carried.

 

Mr. Breaux stated that there being no further business, the meeting adjourned.
