DATE, TIME, PLACE OF MEETING
The Calcasieu Parish School Board met in the Conference Room of the Calcasieu Parish School Board located at 1732 Kirkman Street, Lake Charles, Louisiana, on Tuesday, September 6, 2005, 4:45 p.m. The meeting was called to order by Joe Andrepont, President. The prayer was led by Mr. LaRocque; Mr. Robert led the Pledge of Allegiance.

Adopting Resolution for the 457 (B) Deferred Compensation Plan
On motion by Dr. Stephens, seconded by Mr. Breaux and carried, the following Resolution was adopted:
RESOLUTION CALCASIEU PARISH SCHOOL BOARD 457(B) DEFERRED COMPENSATION PLAN
WHEREAS, Calcasieu Parish School Board established a 457 Deferred Compensation Plan in June 1, 2005 and,
WHEREAS, Calcasieu Parish School Board wishes to use FTJ FundChoice as an investment option for the plan, then:
THEREFORE, BE IT RESOLVED that any of the following named Individuals are hereby authorized and empowered to transfer, endorse, sell, assign, set over and deliver any and all shares of any security now or hereafter standing the name of the trust and to make, execute and deliver any and all written instruments necessary or proper to effectuate the authority hereby conferred.
THEREFORE, BE IT FURTHER RESOLVED this policy shall remain in place until it is modified, revoked or rescinded by a future Resolution.

SUPERINTENDENT’S REPORT
ACT Scores
Three hundred fifty-four Calcasieu Parish public school graduating seniors in spring 2005 made an individual composite score of 23 or above on the ACT college entrance test. This number represented over 28% of the 1260 students voluntarily tested. Every district high school, including the Calcasieu Career Center, had one or more students with a score of 23 or above. Another 316 students made a composite score of 20 to 22, bringing the total number of Calcasieu students meeting the new Louisiana resident McNeese ACT admission requirement to 670, with all thirteen public high schools represented in this number.
Forty Calcasieu students made a composite ACT score of 30 or better: two students, one each from Barbe High and Sam Houston High, made an ACT composite score of 35; two Barbe students made a score of 34; three students made a score of 33, one each from Barbe, Sam Houston, and Sulphur High; six students made a score of 32, one from Sam Houston and five from Barbe; ten students made a score of 31, one each from Sam Houston, LaGrange, and Westlake High, two from Sulphur, and five from Barbe; and seventeen students made a score of 30, one each from DeQuincy and Westlake High, three from Sam Houston, four from Sulphur, and eight from Barbe High.
Calcasieu maintained an average composite score of 20.1 for the second consecutive year with 74% of the parish graduates testing. The state of Louisiana and the nation maintained composite average scores of 19.8 and 20.9 respectively. State and national scores included public, non-public, home schooled, and GED students, while Calcasieu scores included only public school students.
2005 composite ACT scores for Calcasieu public high schools:
* Bell City High, Starks High, and the Calcasieu Career Center each had fewer students tested than the minimum number required for a school profile report from ACT.
CONDOLENCES/RECOGNITIONS
Rev. Franklin asked for Board support along with the Coalition of Pastors for Action in an attempt to accommodate families who have been affected by hurricane Katrina.
Mr. Breaux requested a letter of condolence to Ola Watzlavik and family on the loss of her father, Mr. Hobaugh. Also, send a letter to Nolan and Susan Hicks on the loss of their two children.
Mr. Falgout requested a letter of condolence to Mrs. Elista Price on the loss of her daughter, Bernadette. Mrs. Price is a bus driver for the system and her daughter was a bus aide. Also, send a letter of appreciation to Mr. Elray Victorian for serving as Chairman for the Magnet School Committee.
Mr. Webb requested a letter of condolence to Sandra Hebert on the loss of her father, Joseph Aaron. He also thanked Charlene Chiasson and Carolyn Sensat for their assistance during the superintendent interviews.
Ms. LaVergne requested a letter of appreciation to Harold Heath for his diligent efforts in coordinating final details to ensure the opening of the Cosmetology Department at Washington-Marion High School.
Mr. Bernard requested a letter of condolence to the family of Mrs. Sydney Blume. Mrs. Blume was a retired teacher.

The President stated that the initial voting process would be conducted. The candidates are listed by interview order and the following procedure would be followed until the three finalists were chosen:
1. Candidates will be voted on by interview order; 2. School Board members shall be allowed to cast one less vote than the number of candidates each round; 3. The candidate/candidates receiving the least votes each round will be eliminated; 4. This procedure shall be followed until the 3 finalists are chosen; 5. School Board members are not required to cast the total votes permitted per round, (i.e. If 9 votes are permitted, board members may vote for less);
