DATE, TIME, PLACE OF MEETING
The Calcasieu Parish School Board met in the Conference Room of the Calcasieu Parish School Board, located at 1732 Kirkman Street, Lake Charles, Louisiana, 70601, on Wednesday, November 5, 2008, at 4:45 p.m. The meeting was called to order by Jimmy Pitre, President. The prayer was led by Clara Duhon. The Pledge of Allegiance was led by Kayla Klaus, a senior at Barbe High School.
ROLL CALL
The roll was called and the following members were present: Joe Andrepont, Annette Ballard, Billy Breaux, Randy Burleigh, Mack Dellafosse, Clara Duhon, Chad Guidry, Bill Jongbloed, James Karr, Bryan LaRocque, Jimmy Pitre, Elray Victorian, and R.L. Webb.
Fred Hardy was absent; Dale Bernard arrived after the roll was called.
MINUTES APPROVED
On a motion by Mr. Andrepont, seconded by Mrs. Duhon and unanimously carried, the Minutes of the regular meeting of October 7, 2008 and the special meeting of October 15, 2008 were approved, as presented.
SUPPLEMENTAL AGENDA
On a motion by Mr. Webb and seconded by Mrs. Duhon, the Supplemental Agenda was included as part of the regular agenda by unanimous vote. Mr. Dellafosse said that a new law is in effect that states that before approval of a Supplemental Agenda, the public is to be asked if there is any comment regarding the Supplemental Agenda. Mr. Manuel stated that any item can be added to the agenda by a unanimous vote by the Board.
Head Start Policy Council Service Awards Mr. Savoy introduced Sheryl Piper, Director of Early Childhood. Ms. Nelson is a Headstart para-professional at DeQuincy Elementary School. Mrs. Piper also recognized and thanked Mrs. Clara Duhon for her service as Board liaison.
ConocoPhillips Donation to C.R.A.F.T. Program
Charlene Chiasson, Public Information Officer, introduced representatives from Conoco:

Charlie Atherton was introduced as a member of the Community Advisory Panel for ConocoPhillips.
ConocoPhillips donated $10,000 to the C.R.A.F.T. Program, which stands for Calcasieu Readying Artisans for Trade Program. This is a program for eighth grade students, primarily at LeBlanc Middle School and Reynaud Middle School.
Overview of Recovery School District of Louisiana
Dr. LaVonne Sheffield, Superintendent of Recovery School District of Louisiana, gave a presentation on the RSD-LA program and Reynaud Middle School. She said that schools with performance scores lower than 60 would move into the Recovery School District, with 33 schools in the RSD-LA program as of this date. The purpose of the RSD-LA is to analyze these schools and determine how the schools can be improved. She said that Reynaud Middle School falls into the RSD category and commended Mr. Savoy and his team on the presentation they gave to State Superintendent Pastorek, stating how they intended to move Reynaud Middle School forward. Dr. Sheffield said that the State Department of Education sent a three member team to evaluate the progress of Reynaud Middle School and their report should be released to Mr. Savoy and the Board in December.

The Board did not adjourn into Executive Session.
PERSONNEL PACKET/TAKE APPROPRIATE ACTION
Mr. Anderson told the Board that an addition to the packet was the retirement of Margaretta Thornton as a High School Math Consultant. Mr. Anderson asked for a motion supporting the recommendations, as listed in the personnel packet. On a motion by Mr. Andrepont and seconded by Mr. Burleigh, the motion carried.
Mr. Anderson asked for permission to advertise for the position of high school math consultant. On a motion by Mr. Webb and seconded by Mr. Victorian, the motion carried.
COMMITTEE REPORTS
Budget and Fiscal Management Committee, October 14, 2008 Elray Victorian, Chair
Mr. Victorian gave the following report from the meeting of October 14, 2008:
Mr. Victorian presented the first item on the agenda, AED devices in middle and high schools.
Mr. Bruchhaus advised the committee that the Children’s Miracle Network of Christus St. Patrick’s Hospital has offered to purchase 17 AED devices for Calcasieu schools and will provide all associated training and resources. The South Lake Charles Kiwanis Club, through a donation by the Stream family, has agreed to partner in the project with a $5,000 donation. Mr. Lynn Knapp, representative of the South Lake Charles Kiwanis Club, was present and answered questions from the committee regarding the purchase and administration of the AED devices. Ms. Morgan and Ms. Cook, representatives of Christus St. Patrick’s Hospital, gave a demonstration of the AED device.
Staff requested approval and permission to purchase additional devices to insure one in every middle and high school in the parish. This would require the purchase of an additional 11 devices at a cost of $11,500.
On motion by Mr. Karr, seconded by Ms. Ballard and approved, it was recommended that the request for the purchase of the additional 11 AED devices be approved as presented.
On behalf of the committee, Mr. Victorian made a motion to accept the committee recommendation. A second was not needed and on a vote, the motion carried.
Next, Budget Revision #1 for the 2008-2009 General Fund was presented. Projected revenues and other sources of funds totaled $266,872,404 and expenditures and other uses of funds totaled $267,693,094 resulting in a deficit of $820,690. The unreserved/undesignated fund balance is $35,532,699 or 13.31% of projected revenues.
On motion by Mr. Breaux, seconded by Mr. Guidry and approved, it was recommended that Budget Revision #1 for the 2008-2009 General Fund be approved as presented.
On behalf of the committee, Mr. Victorian made a motion to accept the committee recommendation. A second was not needed and on a vote, the motion carried.
Staff then presented a recommendation for a possible one-time supplement in the amount of $1,250 for all full time employees actively employed November 13, 2008. The supplement would be paid on the November paychecks. All part-time regular employees would receive ˝ of the supplement. Total cost of the supplement is $7,536,193, lowering the unreserved/undesignated fund balance to $29,687,480, or 11.12% of projected revenues.
On motion by Mr. Jongbloed, seconded by Ms. Ballard and approved, it was recommended that the one-time supplement be approved as presented.
Jean Johnson, President of the Calcasieu Federation of Teachers, and Kathy Landry, President of the Calcasieu Parish Bus Driver’s Association, spoke in favor of the supplement and thanked the Board for their consideration.
Mr. Dellafosse questioned whether we are going to be able to accomplish paying for the goals that have been set for our system, such as security cameras, pre-kindergarten expansion, smaller classrooms, and more aides. He said in the future he would like these goals to be looked at before bonuses are given out. He suggested that Board members with spouses working in the system should recuse themselves from voting for raises and bonuses or explain why they will not.
Mr. Pitre said that this has come up in the past and it was determined that it is legally ethical for them to vote. Mr. Bruchhaus replied that as long as it is for a general class of employee, it is considered ethical. Mr. Guidry said that his wife works for the school system, but when he votes for a raise or a bonus it is for everyone who he represents.
Mr. Andrepont said there are different needs in the system and that the Board does want to take care of the employees, but also needs to be mindful of the needs for the children. When those needs are met, then the surplus should go to the employees. He asked that staff be mindful of this and struggling schools are kept in mind first, then we can come back and readjust for supplements. Mrs. Duhon asked that we get a legal opinion so that the public can know that it is legitimate for the Board to vote for this.
On behalf of the committee, Mr. Victorian made a motion to accept the committee recommendation. A second was not needed and on a vote, the motion carried.
Next, Mr. Bruchhaus presented a resolution authorizing the school board to enter into an interagency agreement with the Southwest Louisiana Marine Institute (SLMI) for the education of adjudicated and troubled youth. The school board would serve as fiscal agent for the purpose of conveying to SLMI those Minimum Foundation Program funds generated by students enrolled in SLMI. Mr. Danny Johnson, representative of SLMI, was present and answered questions by the committee.
On motion by Ms. Ballard, seconded by Mr. Jongbloed and approved, it was recommended that the resolution authorizing the interagency agreement between Southwest Louisiana Marine Institute and the school board be approved as presented.
On behalf of the committee, Mr. Victorian made a motion to accept the committee recommendation. A second was not needed and on a vote, the motion carried. Mrs. Duhon abstained.
The next item presented was possible changes to Policy File EDDA - Administrative Procedures For Special Trips. An additional $2.00 was recommended for the show-up fee for bus drivers who drive special field trips as well as an additional $2.00 for the hourly fee.
On motion by Mr. Guidry, seconded by Mr. Breaux and approved, it was recommended that the increased fees for field trips be approved as presented.
Kathy Landry, President of the Calcasieu Parish Bus Driver’s Association, thanked the Board for considering this increase. She asked that the overnight trip rate be increased and that it be discussed at the next committee meeting.
On behalf of the committee, Mr. Victorian made a motion to accept the committee recommendation. A second was not needed and on a vote, the motion carried.
Pupil Personnel Committee October 21, 2008 Joe Andrepont, Chair
Mr. Andrepont gave the following report from the meeting of October 21, 2008:
Reverend Charles Robertson, Co-Chair of the Strategic Planning Sub-Committee of the Calcasieu Disproportionality Steering Committee, recognized members of the Disproportionality Steering Committee present at the meeting, and gave special recognition to Steering Committee Co-Chairs L.J. Sanford and Sandie MacKnight and to Margaret Goode who served with him as Co-Chair of the Strategic Planning Sub-Committee. Reverend Robertson then used a power point to present the proposed five-year Disproportionality strategic plan and accompanying one-year action plan. Board members asked a number of questions which were answered by Superintendent Wayne Savoy, Barbara Bankens, Reverend Robertson, and other members of the Calcasieu Disproportionality Steering Committee. This was followed by Board discussion.
Disproportionality Steering Committee member Mary Morris was recognized and spoke against both the five-year strategic plan and the accompanying one-year action plan.
A motion was made by Annette Ballard, seconded by Elray Victorian, to approve the Five-Year Strategic Plan to Address Disproportionality, Its Correlates, and Achievement Gap Issues – Calcasieu Parish School District January 1, 2009 – December 31, 2013 and the Annual ACTION Plan to Address Disproportionality, Its Correlates, and Achievement Gap Issues – Calcasieu Parish School District January 1 – December 31, 2009 as proposed by the Calcasieu Disproportionality Steering Committee. The motion received unanimous approval.
Vi Martin, representing the Calcasieu Parish Office of Juvenile Justice Services, spoke to the Board in favor of the Disproportionality Plan. She said goals in the plan overlay the work that is done with students who are involved in the juvenile justice system. She said that the Office of Juvenile Justice would like to collaborate with the school system and they are willing to assist in the implementation of this plan, as it relates to the work they do for students, children, and families.
On behalf of the committee, Mr. Andrepont made a motion to accept the committee recommendation. A second was not needed and on a vote, the motion carried. Mrs. Duhon abstained.

RESOLUTION A RESOLUTION AUTHORIZING ADVERTISEMENT FOR SALE OF $10,000,000 GENERAL OBLIGATION PUBLIC SCHOOL IMPROVEMENT BONDS OF SCHOOL DISTRICT, NO. 23 OF CALCASIEU PARISH, LOUISIANA, 2009 SERIES.
BE IT RESOLVED by the Parish School Board of Calcasieu Parish, Louisiana, the governing authority of School District No. 23 of Calcasieu Parish, Louisiana as follows:
SECTION 1. $10,000,000 General Obligation Public School Improvement Bonds of School District No. 23 of Calcasieu Parish, Louisiana, 2009 Series (the “Bonds”), authorized by an election held in School District No. 23 on November 17, 2007, shall be sold as herein directed.
SECTION 2. Sealed bids shall be received for the purchase of the Bonds and the Bonds shall be opened in public session of the Calcasieu Parish School Board at such date and time as the Chief Financial Officer of the School Board determines that the market is favorable for such sale, such sale to be held at the regular meeting place of the Calcasieu Parish School Board, 1732 Kirkman Street, Lake Charles, Louisiana.
SECTION 3. In accordance with Article 1426 of Title 39 of the Louisiana Revised Statutes of 1950, as amended, notice of the sale of the Bonds shall be published one time at least seven clear calendar days before the date scheduled for the receipt of bids, in the Lake Charles American Press, a newspaper published in Lake Charles, Calcasieu Parish, Louisiana, and of general circulation in School District No. 23 of Calcasieu Parish, and at least once in the Daily Journal of Commerce, a financial journal or newspaper containing a section devoted to municipal bond news published in the City of New Orleans, Louisiana, which publication shall be made at least forty-eight (48) hours in advance of the date scheduled for the receipt of bids. The notice of sale to be published shall be substantially in the following form, with such changes as necessary to accommodate the bond market generally:

The Bonds will be in fully registered form, dated February 15, 2009, will initially be one bond for each maturity with transfers in multiples of $5,000, and will be payable from and secured by unlimited ad valorem taxation. All Bonds of the same maturity must bear interest from date thereof until paid at one basic rate of interest to be designated by the bidder not exceeding nine (9%) percent per annum on any Bond in any interest payment period, said interest to be payable semi-annually on February 15 and August 15 of each year, beginning February 15, 2010.
Those Bonds maturing in the years 2010 to 2014, inclusive, shall not be subject to redemption prior to maturity. Those Bonds, or portions thereof in multiples of $5,000, maturing in the years 2015 to 2029, inclusive, shall be subject to redemption prior to maturity, at the option of the Issuer, in such order as the Issuer may determine and by lot within any maturity, on any interest payment date on or after February 15, 2014, at par and accrued interest to the date fixed for redemption.
The Bonds will be payable at Argent Trust, a Division of National Independent Trust Company, in the city of Ruston, Louisiana.
A certified or cashier’s check in the amount of $200,000.00 drawn on an incorporated bank or trust company and payable to the order of School District No. 23 of Calcasieu Parish, Louisiana, must accompany each bid as a guarantee of good faith on the part of the bidder, to be forfeited as liquidated damages if such bid be accepted and the bidder fails to take up and pay for the Bonds. The check of the successful bidder will be retained uncashed by the Issuer and returned upon delivery of the Bonds and payment therefor. Checks of unsuccessful bidders will be promptly returned to each bidder’s representative or by certified mail.
All bids must be submitted on bid forms furnished by the Calcasieu Parish School Board without alteration or qualification. Bidders shall name one basic rate of interest for each Bond maturity not exceeding nine (9%) percent per annum on any Bond in any interest payment period to be expressed in a multiple of one-twentieth (1/20) or one-eighth (1/8) of one (1%) percent per annum. No bids for less than par and accrued interest from February 15, 2009 to the date of delivery of the Bonds or which specifies the cancellation of Bonds will be considered. Any premium bid must be paid in funds specified for the payment of the Bonds as part of the purchase price.
The Bonds will be awarded to the bidder offering to purchase the Bonds at such rate or rates of interest as will produce the lowest effective interest rate to the Issuer. The lowest effective interest rate will be determined in accordance with the “True” or “Canadian” interest cost method of calculation by doubling the semiannual interest rate (compounded semiannually) necessary to discount the debt service payments from the payment dates to the date of the Bonds and to the price bid, excluding the accrued interest from the date of the Bonds to the date of their delivery. If any bid for the Bonds shall be acceptable, a prompt award of the Bonds will be made. The right is expressly reserved to waive any irregularity in any bid or to reject any and all bids received.
The successful bidder shall make a bona fide public offering of the Bonds, and, as a condition to the Issuer’s obligation to deliver the Bonds, the successful bidder must furnish to the Issuer within forty-eight hours after being notified of the award of the Bonds, the initial public offering prices of the Bonds. Upon Delivery of the Bonds, the successful bidder will furnish a certificate acceptable to Bond Counsel to the Issuer (i) specifying the reoffering prices at which a substantial amount of the Bonds was sold to the public (excluding bond houses, brokers and other intermediaries) and (ii) certifying as to the accuracy of such reoffering prices. Bond Counsel advises that (i) such certificate must be made on the best knowledge, information and belief of the successful bidder, (ii) the sale to the public of 10% or more in par amount of the Bonds of each maturity at (or below) the initial reoffering prices would be sufficient to certify as to the sale of a substantial amount of the Bonds, and (iii) reliance on other facts as a basis for such certification would require evaluation by Bond Counsel to assure compliance with the applicable provisions of the Internal Revenue Code of 1986, as amended (the “Code”).
If the Bonds qualify for issuance of any policy of municipal bond insurance or commitment therefor at the option of the bidder, any purchase of such insurance or commitment therefor shall be at the sole option and expense of the bidder and any increased costs of issuance of the Bonds resulting by reason of such insurance, unless otherwise paid, shall be paid by such bidder. Any failure of the Bonds to be so insured or of any such policy of insurance to be issued, shall not in any way relieve the purchaser of his contractual obligations arising from the acceptance of his proposal for the purchase of the Bonds.
It is anticipated that CUSIP identification numbers will be printed on the Bonds, but the failure to print such numbers shall not constitute cause for refusal by the successful bidder to accept delivery of and to pay for the Bonds. No CUSIP identification number shall be deemed to be part of the Bond or a part of the contract evidenced thereby, and no liability shall hereafter attach to the issuer or any officers or agents thereof because of or on account of such numbers. All expenses in relation to the printing of the CUSIP identification numbers on the Bonds shall be paid by the Issuer. However, the CUSIP Service Bureau charge for the assignment of such numbers shall be the responsibility of and shall be paid by the successful bidder.
A copy of the Issuer’s preliminary official statement may be obtained by contacting Joseph A. Delafield, A Professional Corporation, 3401 Ryan Street, Suite 307, Lake Charles, Louisiana 70605, Bond Counsel. The Preliminary Official Statement is in a form “deemed final” by the Issuer for purposes of SEC Rule 15c2-12(b)(1) but is subject to revision, amendment, and completion in a final official statement.
Promptly after the sale date, but in no event later than seven (7) business days after such date, the Issuer will provide the successful bidder with a reasonable number of final Official Statements, not to exceed one hundred (100) f.o.b. Lake Charles, Louisiana. Such final Official Statements may be obtained without cost to the successful bidder from the Issuer as set forth herein. Additional copies of the final Official Statement may be obtained up to three months following the sale of the Bonds by a request and payment of costs for reproduction.
The approving legal opinion of Joseph A. Delafield, A Professional Corporation, of Lake Charles, Louisiana, and the transcript of record as passed upon, will be furnished to the successful bidder(s) without cost to it. The transcript will contain the usual closing proofs, including a certificate by the Issuer that up to the time of delivery, no litigation has been filed questioning the validity of the Bonds or the taxes necessary to pay the same.

SECTION 4. The Calcasieu Parish School Board hereby adopts the Notice of Bond Sale contained in Section 3 hereof as the official Notice of Bond Sale, which shall be sent to persons who seek further information with respect to the Bonds and which will form part of the contract of sale of the Bonds.
SECTION 5. The Calcasieu Parish School Board hereby adopts the following as an official bid form which shall be used by prospective bidders for the Bonds described herein, and which shall be supplied to all persons seeking information with respect to the Bonds:

WHEREAS, the sale of the 2009 Series of the Bonds in the principal amount of $10,000,000 will be held on such date and time as the Chief Financial Officer determines the market to be favorable for such sale of bonds; and
WHEREAS, the Calcasieu Parish School Board must distribute to prospective bidders for the initial sale of the Bonds certain information to aid and assist those persons or institutions interested in bidding for the Bonds, in the form of a Preliminary Official Statement;
WHEREAS, an Official Statement must be provided to the successful bidder (initial purchaser of the Bonds) by the Calcasieu Parish School Board, which said Official Statement must contain not only all of the pertinent information which a prospective bidder requires but also information not yet available; and
WHEREAS, it is necessary or desirable to designate by resolution, (i) the Preliminary Official Statement as the “near final official statement” within the meaning of Rule 15c2-12 of the Securities and Exchange Commission (the “Rule”) and to approve the form and distribution thereof, and (ii) the individual who, for and on behalf of this Board and School District No. 23, would make such a decision. The Bonds will be in fully registered form, dated February 15, 2009, will initially be one bond for each maturity with transfers in multiples of $5,000, and will be payable from and secured by unlimited ad valorem taxation. All Bonds of the same maturity must bear interest from date thereof until paid at one basic rate of interest to be designated by the bidder not exceeding nine (9%) percent per annum on any Bond in any interest payment period, said interest to be payable semi-annually on February 15 and August 15 of each year, beginning February 15, 2010.
Those Bonds maturing in the years 2010 to 2014, inclusive, shall not be subject to redemption prior to maturity. Those Bonds, or portions thereof in multiples of $5,000, maturing in the years 2015 to 2029, inclusive, shall be subject to redemption prior to maturity, at the option of the Issuer, in such order as the Issuer may determine and by lot within any maturity, on any interest payment date on or after February 15, 2014, at par and accrued interest to the date fixed for redemption.
The Bonds will be payable at Argent Trust, a Division of National Independent Trust Company, in the city of Ruston, Louisiana.
A certified or cashier’s check in the amount of $200,000.00 drawn on an incorporated bank or trust company and payable to the order of School District No. 30 of Calcasieu Parish, Louisiana, must accompany each bid as a guarantee of good faith on the part of the bidder, to be forfeited as liquidated damages if such bid be accepted and the bidder fails to take up and pay for the Bonds. The check of the successful bidder will be retained uncashed by the Issuer and returned upon delivery of the Bonds and payment therefor. Checks of unsuccessful bidders will be promptly returned to each bidder’s representative or by certified mail.
All bids must be submitted on bid forms furnished by the Calcasieu Parish School Board without alteration or qualification. Bidders shall name one basic rate of interest for each Bond maturity not exceeding nine (9%) percent per annum on any Bond in any interest payment period to be expressed in a multiple of one-twentieth (1/20) or one-eighth (1/8) of one (1%) percent per annum. No bids for less than par and accrued interest from February 15, 2009 to the date of delivery of the Bonds or which specifies the cancellation of Bonds will be considered. Any premium bid must be paid in funds specified for the payment of the Bonds as part of the purchase price.
The Bonds will be awarded to the bidder offering to purchase the Bonds at such rate or rates of interest as will produce the lowest effective interest rate to the Issuer. The lowest effective interest rate will be determined in accordance with the “True” or “Canadian” interest cost method of calculation by doubling the semiannual interest rate (compounded semiannually) necessary to discount the debt service payments from the payment dates to the date of the Bonds and to the price bid, excluding the accrued interest from the date of the Bonds to the date of their delivery. If any bid for the Bonds shall be acceptable, a prompt award of the Bonds will be made. The right is expressly reserved to waive any irregularity in any bid or to reject any and all bids received.
The successful bidder shall make a bona fide public offering of the Bonds, and, as a condition to the Issuer’s obligation to deliver the Bonds, the successful bidder must furnish to the Issuer within forty-eight hours after being notified of the award of the Bonds, the initial public offering prices of the Bonds. Upon Delivery of the Bonds, the successful bidder will furnish a certificate acceptable to Bond Counsel to the Issuer (i) specifying the reoffering prices at which a substantial amount of the Bonds was sold to the public (excluding bond houses, brokers and other intermediaries) and (ii) certifying as to the accuracy of such reoffering prices. Bond Counsel advises that (i) such certificate must be made on the best knowledge, information and belief of the successful bidder, (ii) the sale to the public of 10% or more in par amount of the Bonds of each maturity at (or below) the initial reoffering prices would be sufficient to certify as to the sale of a substantial amount of the Bonds, and (iii) reliance on other facts as a basis for such certification would require evaluation by Bond Counsel to assure compliance with the applicable provisions of the Internal Revenue Code of 1986, as amended (the “Code”).
If the Bonds qualify for issuance of any policy of municipal bond insurance or commitment therefor at the option of the bidder, any purchase of such insurance or commitment therefor shall be at the sole option and expense of the bidder and any increased costs of issuance of the Bonds resulting by reason of such insurance, unless otherwise paid, shall be paid by such bidder. Any failure of the Bonds to be so insured or of any such policy of insurance to be issued, shall not in any way relieve the purchaser of his contractual obligations arising from the acceptance of his proposal for the purchase of the Bonds.
It is anticipated that CUSIP identification numbers will be printed on the Bonds, but the failure to print such numbers shall not constitute cause for refusal by the successful bidder to accept delivery of and to pay for the Bonds. No CUSIP identification number shall be deemed to be part of the Bond or a part of the contract evidenced thereby, and no liability shall hereafter attach to the issuer or any officers or agents thereof because of or on account of such numbers. All expenses in relation to the printing of the CUSIP identification numbers on the Bonds shall be paid by the Issuer. However, the CUSIP Service Bureau charge for the assignment of such numbers shall be the responsibility of and shall be paid by the successful bidder.

SECTION 3. Ratification. All actions heretofore taken by the Calcasieu Parish School Board and by the officers thereof or on their behalf, not inconsistent herewith directed toward preparation and delivery of the Preliminary Official Statement are hereby ratified, approved and confirmed.
SECTION 4. The Preliminary Official Statement. The preliminary draft of the Official Statement (a copy of which is on file in the office of the Superintendent of Schools of Calcasieu Parish) is hereby approved and adopted and copies thereof shall be distributed to prospective bidders for the Bonds.
SECTION 5. Other Matters. By the passage of this resolution, the Board does not intend to approve, nor is it approving hereby, any matters otherwise relating to execution and issuance of the Bonds.
SECTION 6. Severability. If any paragraph, clause, section or provision of this resolution is judicially adjudged invalid or unenforceable, such judgement shall not affect, impair or invalidate the remaining paragraphs, clauses, sections or provisions hereof.
SECTION 7. Repealer. All resolutions, ordinances, or orders in conflict herewith, be, to the extent of such conflict, and they are hereby repealed.

SUPERINTENDENT’S REPORT
Mr. Savoy told the Board that our Culinary Department is now accredited with the American Culinary Association and we are the first and only secondary program in the state of Louisiana to earn this accreditation.
CONDOLENCES AND RECOGNITIONS
Mrs. Duhon told the Board that Mr. Dellafosse will take her place as the liaison with the Headstart Program.
Mr. Webb asked for a letter of recognition to Jimmy Anderson for being inducted into the LSHAA Hall of Fame.
Mr. Bernard asked for a letter of congratulations to Coach Jimmy Shaver at Barbe High School for the football team’s win of District title.
Mr. Jongbloed asked for a letter of condolence to the family of Brenda Benoit.
Mr. LaRocque asked for a condolence letter to the parents of Heidi Raduenz.
Mr. Karr asked for a letter of condolence to the family of Mr. Elmo Lyons. He asked for recognition letters to Mary McMahon, a teacher inducted into the 4-H Hall of Fame. He also asked for a letter of congratulation to Claire Galley for winning as 2008 Queen of the Cal-Cam Fair.
Mr. Pitre reminded the Board of the Governance and Ethics Workshop that would be held November 12, 2008.
Mr. Breaux congratulated Barbe High School and Westlake High School for their winning football seasons.
Mr. Pitre asked that the C&I Committee have the PBS consultants make a presentation.

COMMITTEE AGENDA ITEMS
Mrs. Duhon would like the Elementary Department to give a presentation on new ideas at the C&I Committee.
Mr. LaRocque would like Budget and Personnel to consider having companies that do privatization of transportation to come in and make a presentation.
Mr. Andrepont asked that organizations that are allowed to send items to the schools be scrutinized before they get a permit, such as the ACORN brochure that recently went home to each student. Mr. Miller replied that regarding the ACORN brochure, they were given a permit to contact the principals and post their brochure, they were not given permission to send the brochures home to each student. He said he would discuss this with principals, to be sure that permits are read and followed.
