FACILITY EXPANSION PROGRAM

GOALS AND OBJECTIVES

It shall be the objective of the School Board to authorize the construction or renovation of a sufficient number of school buildings to meet the demands of present and future student enrollments and, in doing so, provide the most productive education environment possible for students at the lowest expenditure of tax dollars.

Decisions pertaining to the construction of educational facilities shall be made only after an attempt has been made to carefully consider the viewpoints and needs of students, teachers, parents and other taxpayers and receive pertinent advice from qualified professionals.

Architects employed by the Board shall be expected to plan for utility, simplicity of design, sound economics, including low long-range maintenance costs and insurance rates, high educational utility, flexibility and energy conservation.

LONG RANGE PLANNING

It shall be the responsibility of the Board and Superintendent to develop and implement plans for the school system which shall meet the future educational requirements of the community. The Board shall make the decisions based on long-range building plans and accreditation needs which will be implemented over the years to meet the school system's requirements.

NAMING OF FACILITIES

Decisions pertaining to the naming of new facilities or the naming or re-naming of existing facilities shall be made only after the proposed name has been brought to the appropriate Board committee and the committee recommends the name to the full Board.

If the proposed name is not that of a person then the following criteria must be met:

  1. The name must reflect the commitment of the Board to ensuring and enhancing excellence in the education of our children in a free society; and
  2. Adoption of the name must begin to or continue to foster a relationship designed for the advancement of education.

If the facility is to be named in honor of a person, then the following criteria must be met:

  1. The person shall be deceased;
  2. The person shall have contributed to the advancement of the education of our children within our parish; and
  3. The person shall have been a positive role model for the young people of their community.

In order for the naming or re-naming of any facility to be considered by the appropriate Board committee, a petition requesting the naming or re-naming shall be submitted to the committee chair. This petition must contain the signatures of school zone residents in a number not less than twenty-five percent (25%) of the school enrollment. If the facility to be named or re-named is not a school or part of a school, then the petition must contain the signatures of at least 100 registered voters from each district from which a School Board member is elected. The required petition(s) and the relevant biographical and/or historical information showing that the criteria set forth above have been met should be submitted to the committee chair at least ten (10) days prior to the committee meeting at which the petition for naming or re-naming is to be considered. Failure of the person, persons or group requesting the naming or re-naming to timely submit the petition and the relevant biographical and/or historical information may, at the option of the committee chair, result in the proposal for naming or re-naming being stricken from the committee agenda.

If a school or part of a school is to be named or re-named, then the individual or individuals presenting the petition(s) shall show proof that the school has been notified of the proposal and the date on which it is to be considered by the appropriate Board committee.

Should the Board committee recommend the naming or re-naming, then a public comment period shall be provided for prior to presentation to the full Board for action.

SITE ACQUISITION PROCEDURE

The School Board shall expedite the purchase of a given piece of property for public school purposes in order that negotiations with the owner may begin immediately. If a problem arises during negotiations which delays acquisition of the property by the School Board, expropriation proceedings may ensue as provided by law to enable the Board to acquire the property. When possible, the School System shall maintain communication with the owner or his counsel as proceedings develop in order to provide an opportunity to negotiate a purchase rather than resort to or continue court action. It shall be the Board's declared intent to negotiate reasonably and amicably and to avoid friction when possible while continuing negotiations.

SUPERVISION OF CONSTRUCTION

The School Board shall require from the Superintendent or the designated construction supervisor, a review of the architect's activities in his administration of building construction. The Superintendent shall make periodic reports certifying by his personal knowledge that the work of the construction contractor and the architect is being performed in accordance with plans, specifications, and contracts.

Requests made by contractors for extensions of time to their contracts, for delay or days missed due to inclement weather, shall be documented on a day by day basis and submitted for the Board's consideration. No extension shall be granted where proper documentation has not been submitted and the penalty clause of the contract shall be enforced.

Upon completion of the building construction and a final inspection of all its aspects by the architect, contractors, and school officials, a recommendation for its acceptance may be made to the Board.

BOARD INSPECTION AND ACCEPTANCE OF NEW FACILITIES

It shall be the policy of the Board that the acceptance of new construction be withheld until completion is certified by the Superintendent of Schools.

No such certification shall be made until all contractual agreements have been met to an extent considered satisfactory under the Louisiana laws and the prescribed Board standards.

Upon completion of the construction, the Board, Superintendent of Schools, or his designee, and the architect shall make an inspection of the project before the Board shall accept the finished product. Any payments involved shall be reviewed at this time, and the Board, with advice of the architect, shall have final authorization for any payment.
